President: Comprehensive inspection of the electricity sector in two directions

Da Nang Responding to voters, President Vo Van Thuong said that the inspection of the electricity sector will be carried out simultaneously with the inspection of the responsibility of the Ministry of Industry and Trade.

On the afternoon of June 28, President Vo Van Thuong and the National Assembly delegation of Da Nang city met with voters to report on the results of the 5th session of the 15th National Assembly.

Voter Bui Duc Nhuoc (Thanh Khe district) reflected that the 3% increase in electricity prices since May has affected people's lives, while the electricity industry has been suffering losses for a long time and recently proposed to continue increasing prices next September.

"We propose a comprehensive inspection of Vietnam Electricity Group - EVN," said Mr. Nhuoc, but suggested that the Inspectorate of the Ministry of Industry and Trade, the governing body, should not carry it out "because it is not objective."

President Vo Van Thuong agreed with voters' recommendations on the need for a comprehensive inspection of the electricity sector. "This is the content that many National Assembly deputies have raised. The meeting of key leaders, the Politburo, and the Secretariat also raised this issue and will take it very seriously in the near future," he said.

The President said there are two directions for inspecting the electricity sector. The first direction is inspecting and examining the policies and responsibilities of the Ministry of Industry and Trade and will soon notify the people. The second direction is inspecting the Electricity Corporation, and the Prime Minister has assigned the Ministry of Industry and Trade to carry out the inspection.

"Voters should not worry that assigning the Ministry of Industry and Trade to inspect will not be objective, will not handle the matter thoroughly, or will ignore it. I affirm that this is not the case. If the Ministry does not take the matter seriously, it will continue to be inspected and examined," said the President.

Previously, implementing the Prime Minister's directive, the Ministry of Industry and Trade established an EVN inspection team from June 10 to clarify the management and supply of electricity from January 2021 to June 2023. Along with establishing the inspection team, Minister of Industry and Trade Nguyen Hong Dien also directed the establishment of an inspection monitoring team. This decision was made after people in the northern provinces and cities experienced many days of power outages, facing the risk of "power shortages for most hours of the day".

Responding to voters' opinions on difficulties in purchasing drugs and medical supplies for medical examination and treatment , the President said that the National Assembly, the Government and relevant agencies have issued documents to resolve the issue. However, we have only initially resolved the issue, not fundamentally, so there are still places lacking drugs, some types have to be purchased at high prices and are not covered by health insurance. He said that this is a "phased issue in the process of development and operation according to the mechanism" so he believes that this activity will soon return to normal.

Continuing to receive questions from voters about the work of preventing and combating corruption , President Vo Van Thuong repeated his statement at previous meetings: "In several meetings with voters, I mentioned the image of 'sugarcane has rotten joints, houses have leaky areas', and wherever there is a worm or leak, we will deal with that area. This has been happening exactly like that in the past, even more strongly and deeply".

He said that in the past, many people said that anti-corruption was "from the shoulders down", meaning that only those directly involved in the loss of state and collective assets were dealt with. However, now we "deal with the responsibilities of leaders and managers without closely following up, allowing the apparatus and subordinates to violate and cause losses".

According to the President, corruption prevention is also being focused on. For example, after each inspection, case or handling of violations, there are instructions to improve the legal mechanism, "plug the mechanism loopholes" so that corrupt officials cannot take advantage or serve interest groups.

The President noted that encouraging and protecting dynamic, creative, and daring cadres must go hand in hand with strictly handling cadres who have the mindset of retreating, avoiding, fearing responsibility, wanting to be safe, and doing nothing. "Cadres and civil servants who see what the people and society need but do not do anything deserve to be punished," the President emphasized.
