Comrade Ramón Osmani Aguilar Betancour shared: Over the past time, Cuba and Vietnam have built a close friendship and extensive cooperation between the two Parties, National Assemblies, and Governments at all levels from the central to local levels.

The two sides have had delegation exchanges between high-ranking leaders, through visits and talks on the occasion of many important events between the two countries such as: the election of the 10th Cuban National Assembly, term 2023 - 2028, the 60th anniversary of Cuba's establishment of the Solidarity Committee with South Vietnam, the predecessor of the present-day Cuba - Vietnam Friendship Association, the 50th anniversary of leader Fidel Castro Ruz's first visit to Vietnam and to the Liberation Zone of South Vietnam...; signing important cooperation agreements in strategic areas of both countries.

Recently, the two countries' National Assemblies signed an agreement to establish an inter-parliamentary cooperation mechanism, contributing to further deepening the exemplary, loyal and pure relationship between the two countries.

Speaking at the meeting, Comrade Luong Quoc Doan respectfully thanked Comrade Ramón Osmani Aguilar Betancour and the staff of the Office of the National Assembly of the People's Power of Cuba for taking the time to welcome the delegation.

Comrade Luong Quoc Doan informed Comrade Ramón Osmani Aguilar Betancour and Cuban comrades: Accepting the invitation of the Cuban Small Farmers' Association, the delegation of the Vietnam Farmers' Association was very moved and happy to visit and work in the beautiful and hospitable country of Cuba, and was warmly and respectfully welcomed by the Cuban comrades.

The Vietnam Farmers' Association and the Cuban Small Farmers' Association successfully held bilateral talks and signed a Memorandum of Understanding on cooperation between the two sides.

The delegation also visited and laid wreaths at the Ho Chi Minh Monument, the National Hero José Martí Monument, visited the Cuban Peasant Museum, the Fidel Castro Ruz Center and worked with a number of typical cooperatives in Cuba.

Through the Memorandum of Understanding signed between the two sides, the Vietnam Farmers' Association and the Cuban Small Farmers' Association will concretize and implement activities to promote their participation with the legislative bodies of the two countries in building policies to support the development of agriculture, farmers and rural areas.

Discussing the State's support policies for agriculture, farmers and rural areas, Comrade Ramón Osmani Aguilar Betancour informed the delegation: Cuba's new Constitution took effect in 2019 after being promulgated by the Cuban National Assembly. Since then, laws and decrees related to agriculture have been issued such as: Fishing Law, Law on Food Sovereignty and Food and Nutrition Security, 23 decrees on agriculture, including decrees related to cooperatives...

Cuba highly values ​​Vietnam's support in helping Cuba successfully draft many agricultural laws, contributing to boosting production, aiming towards food self-sufficiency and developing the country's agriculture.

With the motto of self-sufficiency and innovation as taught by Cuban President Fidel Castro, Cuba has implemented decentralization and delegation of power so that localities can decide on appropriate policies to ensure food security. The government tries to exploit the full capacity of factories with the determination to innovate to contribute to ensuring food supply for the people.

As Cuba enters a "special period" with many economic and social challenges and difficulties, Vietnam is ready to share its experiences in Innovation, maintain a stable supply of rice to Cuba, implement a number of projects to support Cuba in developing rice, coffee, food and foodstuff production, and cooperate in implementing a number of other programs.

"The country and people of Vietnam have always accompanied and shared the difficulties of our brotherly Cuba and supported Cuba in international forums" - Comrade Ramón Osmani Aguilar Betancour emotionally expressed his deep gratitude to Vietnam.

On the Vietnamese side, Comrade Luong Quoc Doan shared and deeply sympathized with the difficulties and challenges that the Cuban people had to endure due to the prolonged blockade and embargo policy, in which agriculture also suffered many serious impacts.

Comrade Luong Quoc Doan shared: The 13th National Congress of the Communist Party of Vietnam determined to continue restructuring the agricultural sector, developing the rural economy associated with building new rural areas in the direction of "ecological agriculture, modern rural areas, civilized farmers". The Party and State of Vietnam are well aware of the important role and position of agricultural, farmer and rural development in the cause of innovation, construction and protection of the Fatherland, considering this as a particularly important foundation and force for rapid and sustainable socio-economic development, maintaining political stability, ensuring national defense and security; preserving and promoting cultural values ​​and the strength of the Vietnamese people. In particular, through economic crises caused by natural disasters and the Covid-19 pandemic, the agricultural sector has truly promoted its role as a national advantage and a pillar of the Vietnamese economy.

In the morning of the same day, the delegation of the Vietnam Farmers' Association visited the Fidel Castro Ruz Center. Chairman of the Vietnam Farmers' Association Luong Quoc Doan wrote in the guestbook at the Fidel Castro Ruz Center.

Mobilizing farmers to implement the policies of the Party and the State plays an extremely important role. Through the organizations of the Association and cooperatives, the Vietnam Farmers' Association and the Cuban Small Farmers' Association listen to the thoughts and aspirations of farmers, thereby reflecting and proposing to the Party, the State and the Government to issue appropriate policies, based on reality. The Vietnam Farmers' Association can coordinate with the Cuban side to participate in the development of laws and decrees on agriculture.
