On August 13, 2024, Comrade Tran Song Tung, Member of the Provincial Party Standing Committee, Vice Chairman of Ninh Binh Provincial People's Committee signed and issued Document No. 474/UBND - VP3 on proactively responding to the risk of floods and landslides; sent to departments, branches, sectors, unions; People's Committees of districts and cities.

According to the forecast of the National Center for Hydro-Meteorological Forecasting, from the night of August 11 to August 15, 2024, there is a possibility of heavy rain in the North with total rainfall ranging from 100 to 250 mm, in some places over 400 mm. Due to the recent continuous heavy rain, the soil is saturated with water, the water level in rivers and streams is at a high level, so there is a high possibility of flooding in rivers and streams, especially a very high risk of flash floods and landslides in mountainous areas and steep slopes, deep flooding in low-lying, urban areas. Implementing Official Dispatch No. 78/CD-TTg dated August 11, 2024 of the Prime Minister on focusing on responding to the risk of floods, landslides, flash floods in the North, the Provincial People's Committee requests departments, branches, sectors, organizations; People's Committees of districts and cities to focus on implementing the following contents:

The provincial departments, branches, sectors, and mass organizations, and the People's Committees of districts and cities continue to direct and organize the strict and effective implementation of the Prime Minister's direction in Official Dispatch No. 75/CD-TTg dated August 4, 2024 and Document No. 461/UBND-VP3 dated August 8, 2024 of the Ninh Binh Provincial People's Committee; not to be passive or surprised in responding to natural disasters, especially the risk of floods, landslides, and flash floods to ensure absolute safety of life and limit damage to property of the people and the state.

The People's Committees of districts and cities continue to direct the careful review of residential areas, promptly detect areas at risk of insecurity, especially areas at risk of landslides, flash floods, and deep flooding, proactively arrange forces and means to resolutely evacuate people from dangerous areas with high risks of landslides and flash floods to ensure the safety of people's lives and property.

Closely monitor the development of natural disasters and floods in the area; direct and deploy timely and effective response work according to the "four on-site" motto, paying special attention to communication work, ensuring that all people (especially people in remote areas, ethnic minorities) have information about the risk of floods, landslides, flash floods, organize traffic control and guidance during floods, especially when traveling through culverts, areas at risk of landslides, and areas with deep water.

Review plans, ensure readiness of forces, vehicles, food, and necessities in vulnerable areas at risk of isolation due to heavy rain, floods, landslides, and inundation to promptly carry out rescue work, rescue, and support people.

Proactively mobilize means, forces, budgets and local resources to immediately implement disaster recovery work; in cases beyond the local response capacity, promptly report to competent authorities for support in accordance with regulations.

The Provincial People's Committee requests the Department of Agriculture and Rural Development, according to its assigned functions, tasks and authority, to proactively direct the response to floods, landslides and flash floods according to regulations, ensuring the safety of dikes, dams and reservoirs, and protecting production.

The Provincial Military Command and Provincial Police directed forces stationed in the area to proactively coordinate with localities to be ready to deploy forces and support vehicles, proactively evacuate early, move residents out of dangerous areas, rescue, and overcome the consequences of natural disasters according to regulations.

Ninh Binh Hydrometeorological Station closely monitors the developments of floods and rains, forecasts, and promptly informs authorities and people to proactively deploy response work according to regulations.

Ninh Binh Radio and Television Station and Ninh Binh Newspaper increase broadcasting time and provide news so that people can grasp information about risks and developments of natural disasters, and know how to respond when natural disasters occur, especially landslides, flash floods, and inundations to limit damage.

The Office of the Provincial Steering Committee for Natural Disaster Prevention and Control, Search and Rescue, according to its assigned functions and tasks, monitors and urges units to seriously implement the direction of the Provincial People's Committee.
