Proactive plan to ensure downstream safety when Tuyen Quang hydroelectric reservoir discharges flood

At 2:00 p.m. on September 3, Tuyen Quang Hydropower Reservoir opened a bottom spillway. Pursuant to Document No. 6477/BNN-DD, dated September 3, 2024 of the Ministry of Agriculture and Rural Development on Ensuring downstream safety when operating Tuyen Quang Hydropower Reservoir, the Provincial Steering Committee for Disaster Prevention, Control and Search and Rescue (PCTT&TKCN) issued a document on Proactively ensuring downstream safety when Tuyen Quang Hydropower Reservoir discharges floodwaters.

Accordingly, the Steering Committee for Disaster Prevention and Control of Doan Hung, Phu Ninh districts and Viet Tri city is requested to closely monitor flood forecasts and warnings and reservoir discharge information. Timely inform communes, wards, towns, people, investors, units with works under construction, owners of water transport vehicles, ferry terminals, cage fish farming households, production and business activities of mineral exploitation on rivers and riverbanks about the flood discharge information of Tuyen Quang hydropower reservoir to proactively take preventive and response measures.

Review flood control plans to ensure safety downstream, especially key dike points, landslide areas or areas at risk of riverbank landslides, and residential areas concentrated on riverbanks; prepare human resources, materials, and means to prevent floods to ensure absolute safety for people and property.

Direct the clearing, cleaning and sanitation of culverts under the dike; regularly inspect the operation of culverts under the dike and pumping stations to ensure timely flood prevention and drainage to protect production.

Organize on-duty shifts seriously, ensure communication, proactively direct situation handling and promptly report to the Provincial Steering Committee for Disaster Prevention and Control.

Phu Tho State-owned Irrigation Works Exploitation Company proactively relocated field pumping stations along the river to ensure safety and prepared a plan to pump floodwaters in case of heavy rains causing flooding.
