On the morning of July 19, Prime Minister Pham Minh Chinh, Chairman of the National Committee on Digital Transformation, chaired the Government Standing Committee Conference on digital transformation with Ministers, Heads of sectors, and Chairmen of People's Committees of provinces and centrally run cities.

The conference was connected online from the Government headquarters to the People's Committees of provinces and centrally run cities.

Attending the Conference were Deputy Prime Minister Le Minh Khai, Deputy Prime Minister Tran Hong Ha, Deputy Prime Minister Le Thanh Long; Ministers, Heads of sectors, members of the National Committee and the Working Group implementing Project 06 of the Government, leaders of People's Committees of provinces and centrally run cities.

The conference listened to reports and discussed solutions to build a digital government, digital society, digital citizens, serving the development of the digital economy, removing shortcomings and bottlenecks in the implementation of Project 06 of the Government on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030.

Digital transformation to “catch up, keep up and get ahead”

According to the Prime Minister, in the current context, high-quality production forces are science, technology and innovation, including digital transformation. Whoever can grasp them will go faster, make more breakthroughs and be more effective. We have identified the motto of "catching up, advancing together and surpassing" in many emerging, high-tech fields.

The Prime Minister affirmed that digital transformation has become an inevitable and irreversible trend at the international, regional and national levels. Digital transformation has reached “every alley, every house, every person”, the digital economy permeates all production, business and consumption activities, fundamentally and profoundly changing economic and social activities.

Prime Minister Pham Minh Chinh emphasized that this is an important conference for the Government, the Prime Minister and leaders of ministries, branches and localities to discuss and unify thinking, methodologies and approaches to act together, raise awareness, identify goals, viewpoints, tasks and solutions that are correct, accurate and feasible, organize effective implementation, save time and costs but achieve the highest efficiency, strongly promote the national digital transformation process, build a digital government, digital society, digital citizens and develop a digital economy.

The Prime Minister requested a comprehensive digital transformation for the entire population with the participation of the entire political system, people, businesses, cooperation and support from friends and international partners, focusing on building digital infrastructure, perfecting digital institutions, and training digital human resources to "catch up, progress together and surpass" in today's volatile world.

The Ministry of Natural Resources and Environment directs, urges and guides localities to speed up the completion of land databases.

Minister Dang Quoc Khanh reports on the roadmap to complete the construction of the national land database by 2025.

At the Conference, reporting on the roadmap for completing the construction of the national land database by 2025, Minister of Natural Resources and Environment Dang Quoc Khanh informed about the construction of a legal corridor to build and operate the national land information system and the national land database. Accordingly, the Ministry of Natural Resources and Environment is continuing to advise the Government on the Decree regulating basic land surveys; registration, issuance of certificates of land use rights, ownership of assets attached to land and the land information system and Circulars guiding the implementation.

In the direction of implementation, the Ministry of Natural Resources and Environment has established a Steering Committee, a Working Group, and a Regulation on the operation of the Steering Committee to implement the construction and completion of the national land database to focus on directing, urging, and guiding localities to accelerate the progress of completing the land database, ensuring that by 2025, the land database in localities will be completed to connect and integrate into the national land database.

At the same time, the Ministry has issued a document to the People's Committees of provinces and centrally run cities requesting direction on the implementation of a number of tasks and solutions to accelerate the progress of construction and completion of the national database on land and reporting on progress and proposing the need for financial support from the central government to implement tasks and projects managed by the Ministry of Natural Resources and Environment. The Ministry has compiled proposals from localities and sent a document to the Ministry of Finance. Currently, the Ministry is coordinating with the Ministry of Finance to develop and propose a plan for financial support from the central government for localities based on the 2024 central government budget estimate approved by the National Assembly and send it to the Ministry of Finance for submission to competent authorities for consideration and decision.

63/63 provinces and centrally-run cities are building and completing land databases.

Reporting on the results of building the national database on land, Minister Dang Quoc Khanh informed that at the Central level: 04 land data blocks managed by the Central level have been built and put into management, operation and exploitation, including database on land statistics and inventory; database on land use planning and plans; database on land prices; database on land investigation and evaluation.

Locally, 63/63 provinces and centrally run cities are building and completing local land databases; 455/705 district-level units have completed the cadastral database with more than 46 million land plots put into operation to serve the state management of land and resolve administrative procedures on land for people and businesses; 705/705 district-level units have completed the land statistics and inventory database (from the 2019 inventory period) and put it into unified operation from the central to local levels; 300/705 district-level units have completed the construction of the land price database...

Regarding the work of connecting, sharing, exploiting and using information in the land database and deploying online public services, cutting down on administrative procedures, 63/63 provinces and cities have connected and shared the national land database with the national population database with land data of 461/705 district-level units, 6,198/10,599 commune-level units... on the national data sharing, connection, integration and sharing platform (NDXP).

Regarding essential online public services, 63/63 provinces and cities have deployed them on the Centralized Administrative Procedure Information System of the Ministry of Natural Resources and Environment, the National Public Service Portal and integrated with the Administrative Procedure Information System of provinces/cities under the Central Government: the procedure "Registering changes in land use rights, ownership of assets attached to land due to changes in information about the person granted the Certificate", in the first 6 months of 2024, 26,487 records were generated; the procedure "Registering changes in land use rights, ownership of assets attached to land in cases of transfer, lease, sublease, inheritance, donation of land use rights, ownership of assets attached to land", in the first 6 months of 2024, 113,018 records were generated; Procedure "Registering changes in land and assets attached to land due to changes in financial obligations" on the centralized administrative procedure settlement system of the Ministry of Natural Resources and Environment, in the first 6 months of 2024, 2,039 records were generated...

Regarding the work of enriching and cleaning land and housing data, the Ministry has completed the "Building solutions to clean land and housing data in the national land database", issued 4 documents (processes, plans, coordination instructions) to make points for enriching and cleaning land and housing data in Hanoi City and Ha Nam Province. The Ministry has directed the Department of Digital Transformation and Environmental Resources Data Information, the Department of Land Registration and Information Data to closely coordinate with the Department of C06 - Ministry of Public Security, the Departments of Natural Resources and Environment and related units to complete the tasks, review, evaluate the results, and seek opinions on the Draft process and technical solutions for cleaning and sharing land data. After synthesizing and completing, and coordinating with related units to conduct additional testing in Dong Nai and Binh Duong, it will report and advise to guide the implementation of nationwide replication.

Regarding the development of national digital addresses, the Ministry has assigned the Department of Land Registration and Information Data to preside over supplementing regulations on digital addresses of land plots and properties attached to land. Accordingly, the draft Decree stipulating the national land database contains digital address data of land plots and properties attached to land and has been reported by the Ministry of Natural Resources and Environment to the Government and the Prime Minister for consideration. The Ministry of Natural Resources and Environment builds, provides, and shares digital address data of land plots and properties attached to land to contribute to the national digital address database.

The national land database will be connected and shared according to regulations.

Reporting on the roadmap for completing the construction of the national land database by 2025, Minister Dang Quoc Khanh informed that for the National Multi-Purpose Land Information System (MPLIS), the development and construction of the System will be completed and the pilot implementation will begin: Quarter IV/2024; Continue to pilot and complete the System in localities: Quarter I-II/2025; Complete the System, provide training, guidance and put it into operation: Quarter III-IV/2025.

Regarding the content of the national land database, the land database managed by the Central Government will be completed and put into operation soon: Quarter II/2025; for the existing land database managed by the Locality, the National Land Information System and the National Land Database will be operated and exploited nationwide: Quarter IV/2025.

After 2025, continue to digitize, build and complete databases in areas where databases have not been built, update and correct old and outdated data. Thoroughly operate the national database on land in regular work, connect and share use with national databases, ministries, branches and localities; serve to resolve administrative procedures... to ensure "correct, sufficient, clean, alive".

Minister Dang Quoc Khanh said that the national land database will be guaranteed information security and connected and shared according to regulations with the National Population Database and databases and information systems of ministries, branches and localities.

Minister Dang Quoc Khanh proposed that the Prime Minister direct all levels and sectors to proactively coordinate with the Ministry of Natural Resources and Environment to build, complete, connect, and integrate with the national land database to meet the requirements and progress of completing the construction of the land database to serve state management, creating a foundation for the development of e-Government, towards digital Government, digital economy and digital society according to the direction of the Party and Government.

Reporting at the Conference, Minister Dang Quoc Khanh said that although the results of building and operating the land database nationwide have achieved certain results so far, they have not yet met the requirements and progress of completing the construction of the land database to serve state management, reduce administrative procedures, digital transformation in the land sector, create a foundation for developing e-Government, towards digital Government, digital economy and digital society according to the direction of the Party and Government.

Minister Dang Quoc Khanh also frankly pointed out difficulties and problems such as:

Attention, direction, and investment of resources to build land databases of localities are still limited, not commensurate with the requirements and assigned tasks, leading to slow progress in some localities.

Land records and documents are formed through many different stages, data information is not unified; the data is very large and complex, including spatial graphic data and attribute data with many information fields, there is a lot of fluctuating information causing difficulties in building land databases;

The professional and technical qualifications of officials in building, managing and operating land databases at the central and local levels are currently limited; Equipment, information technology infrastructure, and work to ensure information safety and security at localities have not yet met requirements, which are difficulties in operating, connecting and sharing with other information systems.

The progress of implementing online public services depends largely on the determination of localities. In addition, the process of handling administrative procedures related to land is very complicated and difficult for people and businesses to implement at the overall level.

On that basis, in order to complete the set goals and roadmap, and to accelerate the progress of building and operating the national land database as required by Resolution No. 18-NQ/TW dated June 16, 2022 of the 13th Party Central Committee and Directive No. 04/CT-TTg dated February 11, 2024 of the Prime Minister, the Minister of Natural Resources and Environment has made recommendations and proposals for the Government and the Prime Minister to continue directing the People's Committees of provinces and centrally run cities to focus on directing and organizing the good implementation of a number of tasks and solutions:

Focus on directing and developing implementation plans with feasible solutions and resources suitable to the conditions of each locality to complete the local land database and connect and integrate with the national land database in 2025.

Conduct a review and assessment of the information technology infrastructure system and land information system software currently operating locally to develop a plan to upgrade, improve, and maintain the system and coordinate with the Ministry of Natural Resources and Environment to meet the requirements of land management in the current period.

Coordinate with the Ministry of Natural Resources and Environment to connect and integrate with the national land database; deploy connection and sharing of local land information and data with national databases and specialized databases of ministries and branches to facilitate and serve the implementation of administrative procedures in the electronic environment.

Continue to review and restructure the processes and procedures of land administration provided on the public service portal to meet the requirements of being practical, simple, convenient, easy to access, and easy to use to receive and resolve public services for people and businesses to ensure data updates on the system during the implementation of land administration procedures.

Allocate sufficient funds from the local budget for cadastral surveying, land registration, issuance of Certificates, and construction of land databases according to the direction of the Prime Minister in Directive No. 01/CT-TTg dated January 3, 2018 on rectifying and strengthening land management and building a land information system, in which priority should be given to funding for building land databases.

Strengthening the organization of professional and technical training to improve the capacity of staff working on building and operating land databases, providing online public services related to the land sector to serve people and businesses.
