The Chairman of the People's Committee of Ba Ria - Vung Tau province has just signed and issued Decision No. 1694A/QD-XPHC on administrative fine of more than 1 billion VND against Nam Hai Construction Company Limited, address: 16 Nam Ky Khoi Nghia, Thang Tam ward, Vung Tau city, Ba Ria - Vung Tau province.

This company is the investor of the Cua Lap Riverside Villa project, with the commercial name Marine City in Phuoc Tinh commune, Long Dien district, Ba Ria - Vung Tau province. Legal representative: Mr. Tran Tan Duc, title of Director.

The reason for the penalty is that this company committed a violation by organizing construction of a project that was not in accordance with the approved construction design in the case of being exempted from a construction permit for model houses.

In addition, there are also acts of accepting the completion of construction items and construction works without having acceptance documents on fire prevention and fighting, environmental protection and other relevant regulations, and mobilizing capital against regulations.

With the above violation, the Chairman of the People's Committee of Ba Ria - Vung Tau province requested Nam Hai Construction Company Limited to stop construction of the project.

Within 90 days from the date of issuance of the Decision on administrative sanctions, the Company must complete the dossier requesting the competent authority to adjust the construction design.

In addition, Nam Hai Construction Company Limited must have a written acceptance of fire prevention and fighting according to regulations; must return the capital mobilized in violation of regulations to customers who have signed capital contribution contracts.

In June 2015, Nam Hai Construction Company Limited started the project after more than 3 years of being allocated land by the People's Committee of Ba Ria - Vung Tau province. In August 2015, the Marine City project was approved by the People's Committee of Long Dien district to adjust the detailed construction planning at a scale of 1/500.

After more than 8 years of construction, the Marine City project has yet to be put into operation despite having organized capital mobilization and collected money from customers for many years.
