On the morning of April 25, under the chairmanship of Vice Chairman of the Provincial People's Committee Nguyen Van De, the Provincial People's Committee held a meeting to listen to and give opinions on the content of the Master Plan for the construction of a high-tech forestry zone in the North Central region until 2045.
Meet the needs of infrastructure construction and effective land exploitation
The North Central Coast high-tech forestry zone in Nghe An was established by the Prime Minister in Decision No. 509/QD-TTg dated March 31, 2021, located in Nghi Loc and Do Luong districts.
This is the first high-tech forestry zone in the country with the expected goal of being a pioneer in developing modern forestry, producing high-quality wood and non-wood forest products according to the value chain.
With a total planning area of about 618 hectares, including 3 specialized functional zones. In which Zone 1 - High-tech forestry seedling production center; Zone 2 - High-tech wood and non-timber forest product processing production area with a closed product chain, high specialization, production and supply of wood industry auxiliary products and training of high-quality labor resources for the wood and non-timber forest product processing industry; Zone 3 - Trading floor combined with exhibition introducing raw wood and processed products from wood and non-timber forest products.
On June 6, 2022, the Prime Minister issued Document No. 491/TTg-CN agreeing to allow the implementation of the Master Plan for the construction of the High-Tech Forestry Zone in the North Central region; Decision No. 909/QD-TTg dated August 2, 2023 on approving the task of the Master Plan for the construction of the High-Tech Forestry Zone in the North Central region until 2045.
The master plan aims to determine the spatial arrangement, architecture, and relationships between functional zones, to meet the needs of infrastructure construction, effectively exploit land funds, and at the same time have a proactive plan in management and guidance of construction investment.
The master plan for the construction of the High-Tech Forestry Zone in the North Central region aims to propose new development directions in the period up to 2045 and adapt to the development context of the entire region and inter-regions, Southeast Asia, serving as a legal basis for land management and the establishment of zoning plans, detailed plans for investment items; as well as project management, investment management in the next period.
Effectively combine and orient the development of related fields
The representative of the planning consultancy unit presented the specific contents of the master plan, in which all relevant factors in the area were fully calculated. The master plan for the construction of the High-Tech Forestry Zone in the North Central region has been studied synchronously, considering the development potential of the region in the inter-regional and intra-regional relationship and proposing directional solutions towards synchronous development, creating important driving forces for the socio-economic development of Nghe An province in particular, as well as the North Central region in general.
Concluding the meeting after listening to comments from relevant sectors and units, the Vice Chairman of the Provincial People's Committee stated: The high-tech forestry zone includes many different fields including: agriculture, forestry, industry, trade, and science and technology. Therefore, the General Planning for the Forestry Zone needs to update the orientations, integrate, and chain the planning system according to the planning law to combine the development orientations of related fields in the most effective way.
The Vice Chairman of the Provincial People's Committee requested the consulting unit to receive comments from relevant departments and localities, closely following the roadmap to complete the Master Plan before May 10, 2024. The consulting unit, departments and the two districts of Do Luong and Nghi Loc, must closely coordinate to speed up the completion of the Plan, ensure quality and avoid errors.
Nghe An province wishes to build a high-tech forestry zone to develop models for transferring and training scientific and technical advances; to act as an important nucleus to promote high-tech agricultural production in the province. The province will continue to implement strong enough incentive policies to attract investment and encourage agricultural production models with high scientific and technological content.
