This is the first urban railway project invested by Hanoi City, with a total length of 13.035km, including 12 stations; including 12.575km of main line and 0.46km of approach road and depot.

The elevated section includes 8 stations from station S1 to S8, about 8.5km long; the underground section includes 4 stations from station S9 to station S12, about 4km long. The total investment of the project is nearly 35,000 billion VND.

Vice Chairman of Hanoi People's Committee Duong Duc Tuan said that the project has gone through many stages, facing many difficulties, from site clearance, construction in crowded urban conditions to the impacts of the epidemic in the 2020-2021 period.

The project completed the elevated section and put into commercial operation on August 8, marking an important milestone symbolizing the cooperation between France and Vietnam in the field of sustainable urban transport.

After more than 3 months of commercial operation, the project has shown the attraction of a new means of public transport. The Vice Chairman of the Hanoi People's Committee said that up to now, the elevated section of the route has served more than 2 million passengers, becoming a convenient means of daily transport for a part of the population.

Hanoi leaders emphasized that putting the elevated section into operation is a driving force to continue investing in the construction of other urban railway lines, aiming to form a modern, synchronous public transport network, best serving the travel needs of the people.

French Ambassador to Vietnam Olivier Brochet said that this is a typical project for France-Vietnam bilateral cooperation, a project in which France has mobilized large financial resources and the best technology of French enterprises.

The Ambassador mentioned General Secretary To Lam’s official visit to France in early October, during which the two countries upgraded their relationship to a Comprehensive Strategic Partnership; the joint statement emphasized sustainable development, in which urban transport and railways are two essential pillars of cooperation.

The Ambassador said that railways are essential for sustainable development and the process of “decarbonization” of transport. The fight against global warming is one of the main priorities of French diplomacy in the world. This is why France is an important partner of Vietnam within the framework of the Just Energy Transition Partnership (JETP) as well as through the provision of technical assistance.

Hanoi Urban Railway Line 3 represents a shared commitment to helping Vietnam achieve its goals, while helping Hanoi reduce traffic congestion, develop more harmoniously and improve people's lives.

To build this metro line 3, Ambassador Olivier Brochet said, the French companies selected and participating in the project have brought to Vietnam cutting-edge technologies with the best international standards, from the metropolis trains supplied by Alstom to the automatic ticketing system RATP Smart Systems. This project complements France's previous successes in major structural and innovative projects across the country.

In the fields of space, railways or energy, through its financial resources and expertise, France has been able to support Vietnam in its development process and hopes to strengthen this cooperation within the framework of the Comprehensive Strategic Partnership.

Meanwhile, European Union Ambassador to Vietnam Julien Guerrier shared that when fully operational, the railway line can serve up to 90 million passengers per year.

“We can envision the railway line promoting public transport use, cutting emissions and improving daily life for millions of Hanoians,” said the EU Ambassador.

The EU has mobilized €10 million to finance preparations for the extension of this metro line from Hanoi station to Hoang Mai district. The EU is committed to supporting the mobilization of the European Group to invest in this extension.
