The Government requires ministries, agencies and localities to replace or transfer to other jobs cadres and civil servants who are weak in capacity, do not dare to do, avoid and lack responsibility.
On July 20, the Government issued a resolution on solutions to remove difficulties for production and business, continue to promote administrative procedure reform, and tighten discipline. One of the key tasks is to overcome the situation of shirking responsibility and avoiding responsibility in solving work.
Ministries, agencies and localities do not submit to superiors and are responsible for deciding on issues within their authority or being delegated or authorized. Agencies do not push or delay work, miss opportunities for people and businesses and waste resources.
According to the resolution, replacing or transferring incompetent and reluctant officials is aimed at overcoming stagnation and failure to meet work requirements. Those who perform public duties resolutely, complete their tasks well, dare to think, dare to do, and dare to take responsibility for the common good will be rewarded.
The Ministry of Home Affairs is assigned to promptly complete and submit to competent authorities regulations to encourage and protect dynamic, creative, and daring cadres. The Ministry will also take measures to handle cadres, civil servants, and public employees who shirk responsibility.

The situation of officials not daring to do things happens in many agencies from the central to local levels. Prime Minister Pham Minh Chinh once said, "If you don't do things, step aside." In April, he requested the replacement or transfer of incompetent officials and civil servants who are not daring to do things and lack responsibility.
At the National Assembly in late May, Head of the Propaganda Department of Tra Vinh Provincial Party Committee Tran Quoc Tuan proposed dividing cadres who are afraid of making mistakes into two groups: those who do not want to do things for their own benefit and those who are afraid of breaking the law. Regarding the first group, Mr. Tuan said that in the current tense time, priority should be given to replacing these people with good cadres who are dedicated and responsible, like in football, the head coach is willing to replace players for the sake of the flag and the shirt, when observing that the players are not playing effectively.
According to Mr. Tuan, group two accounts for the majority and is the main cause of limitations and work bottlenecks in the entire system. The reason is that current legal documents, especially sub-law documents, are inconsistent, difficult to implement, and have the same content but are interpreted in two ways. The solution is for agencies to handle the responsibility of those who issue incorrect documents.
