The Government has just issued a resolution on the plan to implement Resolution 937 of the National Assembly Standing Committee regarding thematic supervision of the implementation of policies and laws on energy development in the 2016-2021 period.
Perfecting investment attraction policies and reasonable electricity price mechanisms
In the plan, the Government requires that by the end of 2025, the Ministry of Industry and Trade must review and submit to the Government for submission to the National Assembly for approval a series of laws and policies on electricity development, investment, and planning to attract investors; have appropriate mechanisms, and if necessary, propose specific mechanisms to deploy urgent resources.
In 2024, evaluate, review, and update the implementation of Power Plan VIII to propose timely adjustments. The goal is to meet sufficient energy needs at reasonable costs, consistent with the ability to allocate resources and technology; and synchronize plans.
Develop support and breakthrough policies to develop offshore wind power, linked to the marine economic development strategy. Research and complete regulations on wind measurement, monitoring, investigation, survey, and assessment of marine environmental impacts to serve wind power project establishment...
The Ministry also studies the mechanism and policies for developing and operating a competitive energy market suitable for business development. It identifies difficulties and obstacles and has solutions to promote the fuel conversion process. It establishes a mechanism to bind the responsibilities of parties participating in the energy market.
Complete the electricity price mechanism to promote renewable energy sources, including waste-to-energy and biomass power; thoroughly resolve the problems of wind and solar power projects in the previous phase. Have an auction and bidding mechanism to select investors to ensure publicity, transparency, harmonization of interests and risk sharing.

Promote renewable energy, gas projects
Gradually reduce and eventually eliminate cross-subsidy of electricity prices between customer groups, between regions, and areas in accordance with the level of development of the electricity market. Have appropriate price mechanisms for electricity import and export for countries in the region. Complete the transmission price mechanism for each region.
The Government’s plan to implement the resolution also emphasizes ensuring that investors recover their capital and have reasonable profits for important and priority power projects, including LNG power projects, offshore wind power projects, and transmission grids for offshore wind power.
There should be early solutions to ensure that households are supplied with electricity from the national grid or renewable energy sources, especially on some islands such as Con Co in Quang Tri province, Tho Chau, An Son - Nam Du in Kien Giang province and Con Dao in Ba Ria - Vung Tau province.
Research, review, evaluate, issue under authority or submit to competent authorities mechanisms and policies on: promoting investment in development and exploitation of domestic gas projects.
