Medical news August 15: Government establishes National Medical Council
Deputy Prime Minister Le Thanh Long has just signed Decision No. 827/QD-TTg to establish the National Medical Council.

According to the Decision, the National Medical Council is an organization with the function of independently assessing the capacity to practice medical examination and treatment. The National Medical Council has its own seal, account and headquarters located in Hanoi.

The National Medical Council performs the tasks prescribed in Clause 3, Article 24; Clause 2, Article 25; Clause 3, Article 120 of the Law on Medical Examination and Treatment and Clauses 2, 3, and 4, Article 9 of Decree No. 96/2023/ND-CP dated December 30, 2023 of the Government detailing a number of articles of the Law on Medical Examination and Treatment; other tasks assigned by the Prime Minister.
The National Medical Council consists of a Chairman, no more than 3 Vice Chairmen and Council Members, in which the Chairman of the Council is a concurrent leader of the Ministry of Health; The Vice Chairmen of the Council include: 1 full-time Vice Chairman, 1 Vice Chairman who is the Director of the Department of Medical Examination and Treatment under the Ministry of Health, and 1 Vice Chairman who is the Director of the Department of Science, Technology and Training under the Ministry of Health.
The Prime Minister appoints and dismisses the Chairman and Vice Chairman of the National Medical Council upon the proposal of the Minister of Health. The term of office of the full-time Vice Chairman is 5 years and can be reappointed, but not more than 2 consecutive terms.
Council members include representatives of medical examination and treatment facilities; representatives of health sector training facilities; representatives of professional associations and health sector experts; representatives of state management agencies; including 1 member who is also the Council Secretary. The number of Council members is decided by the Chairman of the National Medical Council based on the actual needs of the Council.
Members of the National Medical Council are appointed and dismissed by the Chairman of the National Medical Council and work part-time. The criteria, conditions and procedures for appointment and dismissal of members of the National Medical Council are stipulated in the Regulations on Organization and Operation of the National Medical Council issued by the Prime Minister.
The National Medical Council has specialized committees to carry out the Council's tasks. Members of the specialized committees include a number of Council members and experts from hospitals, health-care higher education institutions and professional associations in the health sector.
The National Medical Council has a supporting agency, the National Medical Council Office. The National Medical Council Office is a public service unit under the Ministry of Health established by the Minister of Health in accordance with the provisions of law.
The operating expenses of the Office of the National Medical Council include the operating expenses of the Council and the Council Office from the state budget according to regulations and are arranged in the annual state budget expenditure estimates of the Ministry of Health.
The Office of the National Medical Council implements the financial autonomy mechanism of public service units. The decision takes effect from August 13, 2024.
Ministry of Health requires traceability of food that sickens 215 workers in Vinh Long
According to the Department of Food Safety, Ministry of Health, upon receiving information about the food poisoning incident at Bo Hsing Company Limited, Long Ho District, Vinh Long Province, in which more than 215 people were infected and hospitalized for treatment, the Department of Food Safety issued Official Dispatch No. 2017/ATTP-NDTT signed by Deputy Director of the Department of Food Safety Nguyen Hung Long on August 14, requesting the Department of Health of Vinh Long Province to urgently investigate and handle this suspected food poisoning case.
Accordingly, the Food Safety Department requested the Vinh Long Department of Health to direct hospitals with patients being treated to focus resources on actively treating patients, not to affect their health and lives, and if necessary, to request support for professional consultation with higher-level hospitals.
At the same time, organize an investigation to clearly determine the cause of the suspected poisoning according to regulations, trace the origin of the food, take food samples and specimens for testing to find the cause; Temporarily suspend the operation of the unit providing the meal suspected of causing the poisoning.
Detect and strictly handle violations of food safety regulations (if any) and publicize the results to promptly warn the community.
The Food Safety Department also requested the Vinh Long Department of Health to increase propaganda and guidance for collective kitchens and food service establishments to ensure hygiene and food safety conditions, strictly implement the management of food ingredients, three-step food inspection, food sample storage and hygiene in processing stages.
In addition, it is necessary to disseminate to people knowledge about food safety and measures to prevent food poisoning in order to raise awareness, change behaviors and habits that do not ensure food safety in choosing and using food, and not use food of unknown origin, label, or source.
At the same time, the Food Safety Department requested the Vinh Long Department of Health to strictly implement the contents of Official Dispatch No. 2487/BYT-ATTP dated May 11, 2024 and Official Dispatch No. 3113/BYT-ATTP dated June 7, 2024 of the Ministry of Health on preventing and handling food poisoning and strengthening food poisoning prevention.
CALCERGY tablets recalled for level 2 violations
Hanoi Department of Health issued a notice to recall CALCERGY Tablets (Colchicine 1mg), GĐKLH number: VN-21821-19, Batch number: WCY22001E, NSX: 01/06/2022, EXP: 31/05/2025 manufactured by Windlas Biotech Private Limited (India), imported by Binh Minh Pharmaceutical Import-Export Joint Stock Company.
Previously, the Hanoi Department of Health issued document No. 2250/SYT-NVD announcing the recall of the CALCERGY drug batch that did not meet quality standards in Hanoi. However, on August 9, 2024, the Department of Health continued to receive document No. 2764/QLD-CL from the Drug Administration of Vietnam regarding the recall of level 2 violating drugs.
Therefore, the Hanoi Department of Health requests public health facilities under the sector, non-public health facilities, drug trading enterprises, and drug retail establishments in the area to review and thoroughly recall the above batch of drugs; send recall reports and recall records to the Department of Health and the Department of Drug Administration according to regulations. The Department of Health will inspect and supervise the recall of units and establishments.
The Health Department of districts, towns and cities shall notify the medical establishments under their management; conduct inspections and supervise the implementation of the recall by the establishments (if any).
Previously, also regarding the recall of cosmetics, the Hanoi Department of Health issued document 3727/SYT-NVD announcing the suspension of circulation, recall and destruction of the Ginseng Beauty Cream product batch on the grounds that the test sample did not meet the quality standards for the mercury limit index as prescribed.
Previously, on August 6, 2024, the Department of Drug Administration, Ministry of Health also issued a decision to suspend circulation, recall and destroy nationwide the product batch Ginseng Beauty Cream (Beaumore brand) - box of 1 bottle of 20g, on the label is the batch number: ARM24; Manufacturing date: March 3, 2024; Expiry date: March 3, 2027; SCB: 000360/24/CBMP-HCM; packaging and distribution: Khang Thinh Import Export Company Limited, address: 30/110 Do Nhuan, Son Ky ward, Tan Phu district, Ho Chi Minh City.
Therefore, the Hanoi Department of Health informs businesses and cosmetic users in the area to immediately stop selling and using the above batch of Ginseng Beauty Cream (Beaumore brand) - box of 1 bottle of 20g.
The Department of Health requested the health departments of 30 districts, towns and cities to notify businesses and cosmetic users in the area to recall all of the above products; inspect and supervise the recall implementation of the establishments; and handle violators according to current regulations.
Beware of salivary gland tumors
The Department of Head and Neck Surgery, Hanoi Oncology Hospital has just successfully operated on a patient with a large tumor on the face. The tumor, up to 15cm in diameter, was bleeding internally, stuck to the nervous system, and threatened the patient's life if not operated on promptly.
According to patient D., 57 years old (Vinh Bao, Hai Phong), the tumor on her right cheek appeared on her face 14 years ago but she had never been examined or treated. Recently, the tumor grew rapidly, causing pain, difficulty opening her mouth, weakness, and rapid weight loss, so she went to the doctor and was told that the tumor had ruptured and was bleeding internally.
Dr. Dam Trong Nghia, Head of the Department of Head and Neck Surgery, Hanoi Oncology Hospital, said that the surgery encountered many difficulties because the patient was weak, the left parotid gland tumor was large in size and located in a dangerous position, and the risk of blood loss during surgery was high.
The MRI results showed that the tumor was 10x15cm in size, located close to the base of the skull, attached to the carotid artery bundle on the left brain, and displaced the cervical vertebrae, so the doctors had to carefully calculate before surgery to minimize the impact on the nerves and limit post-operative complications such as incomplete eye closure and mouth distortion.
According to doctors, parotid gland tumors are a type of salivary gland tumor. The parotid gland is the largest salivary gland in the body and is located on the outer part of the face, near the angle of the jaw on each side.
Salivary gland tumors are not rare, 80% are benign and can occur at any age, mainly in children and people aged 60 and over, the risk of malignancy is only 20%.
Surgical treatment of parotid tumors is a common indication, however, incomplete removal of the tumor can lead to recurrence. If treated early when the tumor is small, surgery will be simpler, and the patient can completely recover and have a normal life.
Although malignancy is rare, benign tumors have the potential to become malignant after many years of appearance, usually 10-15 years. Therefore, patients should not be subjective, especially those with tumors that do not show symptoms.
Dr. Dam Trong Nghia recommends that when swelling appears in the parotid area or jaw angle, patients should go for early examination and treatment to avoid complications, early examination and timely treatment.
