The Government proposes to increase more than 16,000 billion VND in loans to support employment

On the afternoon of October 12, the National Assembly Standing Committee gave its opinion on the implementation of Resolution No. 43 of the National Assembly on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program (Economic Recovery Program).

Reporting to the National Assembly Standing Committee on this content, Minister of Planning and Investment Nguyen Chi Dung said that the work of forecasting and calculating the need for support of a number of policies in the process of building the Economic Recovery Program has not fully anticipated difficulties and problems.

Proposal to extend disbursement period to 2025

"The world and domestic situation since the beginning of 2022 has changed rapidly, is very complicated, unpredictable, with many new and unpredictable issues," said Mr. Dung.

The Government's report shows that the allocation and disbursement of funds from the Economic Recovery Program for tasks and projects is still slow. This creates great disbursement pressure, especially in the 2023 plan.

Pointing out the cause of this situation, Minister Nguyen Chi Dung said that objectively, there are a number of businesses and people who are eligible for support but do not register to benefit from the policy, stemming from the fear of inspection and examination work.

Meanwhile, some support policies are being developed and implemented for the first time without precedent, and it takes time to specifically assess the policy impact before promulgation.

Some important national projects in the transport sector are large-scale, expressway projects, inter-regional projects, and have just been implemented, requiring time to complete investment procedures according to regulations, leading to limited disbursement results of the capital plan from the Economic Recovery Program.

To maximize the effectiveness of resources approved by the National Assembly, the Government submitted to the National Assembly Standing Committee for consideration and decision to reduce the planned capital allocation of VND 16,100 billion to implement 4 preferential lending policies.

Of which, the capital plan for implementing the social housing loan policy will be reduced by 6,000 billion VND; the capital plan for implementing the student loan policy to buy computers and online learning equipment will be reduced by 2,160 billion VND; the capital plan for implementing the loan for developing ethnic minority and mountainous areas will be reduced by 6,700 billion VND; and the capital plan for implementing the loan for non-public preschool and primary education facilities will be reduced by 1,240 billion VND.

At the same time, the Government proposed to increase the capital plan to be allocated by VND 16,100 billion to implement the lending policy to support job creation, maintenance and expansion, bringing the total capital plan to be allocated to implement this policy to VND 26,100 billion.

Minister Nguyen Chi Dung also proposed extending the implementation period and disbursement of the program's development investment capital plan until the end of 2025.

Successfully supporting millions of people

Commenting on this content, Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong assessed Resolution 43 as a correct and timely policy, an important initiative that has brought about many positive results.

The Secretary General of the National Assembly said that the implementation of social housing construction and living conditions for ethnic minorities in mountainous areas and many other groups are still facing many difficulties, so it is necessary to consider, research, and carefully review the reduction of support levels according to the proposed policies.

Regarding the reduction of the program's capital plan for some projects of the Ministry of Education and Training and the Ministry of Labor, War Invalids and Social Affairs, according to Mr. Cuong, it is necessary.

However, Mr. Cuong noted that many projects have been carefully selected when included in the program, especially projects related to digital transformation, vocational training, enhancing the connection between labor supply and demand... Therefore, further research is needed to make appropriate decisions.

Deputy Minister of Labor, War Invalids and Social Affairs Nguyen Van Hoi said that recently, ministries, branches and localities have been very active in implementing the Socio-Economic Recovery and Development Program according to the Resolution of the National Assembly.

However, due to the short implementation time and large volume of content, the implementation process had some contents that did not achieve the set plan.

Regarding social policy credit capital, according to Deputy Minister Hoi, this is a successful implementation, supporting millions of households, helping to develop the household economy and rural economy. This policy also contributes to attracting unemployed workers in the industrial sector and the labor export sector to work, stabilizing society.

Regarding housing support for workers, according to the estimate of Resolution 43, it will support 4.4 million workers. In fact, the Deputy Minister of Labor said that localities have supported about 5 million workers, using within the budget allowed by the National Assembly.

"However, the time is longer than expected because workers want to wait for 3 months to receive it at once," said Deputy Minister Nguyen Van Hoi.

Regarding upgrading and modernizing 11 social assistance facilities and 20 vocational training facilities, Deputy Minister Hoi said that localities are doing well, basically following the schedule assigned by the National Assembly.

Regarding some projects of the Ministry, the Ministry of Labor, War Invalids and Social Affairs proposed to the National Assembly to reduce the capital for 5 projects, because the medical facilities of the Ministry have both rehabilitation and social assistance functions, so the Ministry agreed with the State Audit to make this proposal.
