Building a team of lawyers with good expertise and strong ideology
At the Congress, Mr. Vuong Tri Dung - Vice President of the Lawyers Association of Law Firm No. 5 - National read the summary report of the 2019-2014 term and outlined the direction and tasks in the new term.
Accordingly, in the past 5-year term, the world and regional situation has had many very complicated developments, especially the Covid 19 pandemic has had an adverse impact on our country, many activities of the Association have also been affected.
Overcoming difficulties, the Association always thoroughly grasps the spirit of the Resolution of the 13th National Party Congress and the Resolution of the 13th National Congress of the Vietnam Lawyers Association for the 2019-2024 term as well as implementing the Resolution of the 3rd Congress for the 2019-2024 term. The Association of Lawyers of Law Firm No. 5 has closely followed the leadership viewpoints of the Party and the direction of the Vietnam Lawyers Association to build a plan and implement activities for the 2019-2024 term, achieving many results.

Specifically, political and ideological work is identified as the key task. The Executive Committee of the branch has proactively developed a plan to implement the Resolution of the 13th Congress of the Vietnam Lawyers Association and the Resolution of the 3rd Congress of the Lawyers Association of Law Firm No. 5 - National.
Implementing the direction of the Central Committee of the Vietnam Bar Association, the Branch Executive Committee has developed a plan to deploy programs and action plans to all members, especially to disseminate the ethical standards of members of the Vietnam Bar Association in order to build a team of lawyers "Excellent in professional expertise, steadfast in political ideology, dedicated to the profession, for the people, for justice".
On the basis of doing well in political and ideological work, the emulation movements launched by the Vietnam Lawyers Association have attracted many members to participate enthusiastically, have good awareness, proactively implement and improve the quality and efficiency of the association's activities.
During the past term, the Association has proactively or coordinated with relevant sectors to organize conferences and seminars to contribute opinions, sent members to directly contribute opinions at conferences or send written comments to competent authorities, and contributed opinions on draft legal documents and related sub-law documents such as: Law on amending and supplementing a number of articles of the Labor Code; Law on execution of criminal judgments; Law on public investment; Law on mediation and dialogue at court; Law on enterprises; Law on property auctions, etc.
Legal consultancy and legal aid are given special attention. The focus is on advising on issues of public concern such as: land use rights transfer, housing purchase and sale, procedures for applying for land use right certificates and other issues related to the real estate sector...
Mr. Quan Van Minh - Head of the Lawyers Association of Law Firm No. 5 - National.
During the past term, the Association paid special attention to legal advice for the poor, the lonely, minors, people in difficult circumstances, the disabled and vulnerable people in society.
The content of legal advice and assistance mainly focuses on areas of social life such as: marriage and family, inheritance, civil contracts, housing disputes, wages, social insurance, unemployment insurance, unemployment benefits...
In addition, judicial reform, administrative reform, law enforcement supervision, foreign affairs and international cooperation all achieved the set plan.
Regarding the direction and tasks in the coming term, Mr. Dung emphasized that the Association will continue to thoroughly implement the Party's policies and the State's laws and policies as well as promote the unit's functions and tasks.
Promote effective implementation of the 13th Central Committee's Resolution No. 4 on strengthening Party building and rectification; preventing and repelling ideological, moral and lifestyle degradation, manifestations of "Self-evolution" and "Self-transformation" within the Party and Directive No. 05/CT/TW dated May 15, 2016 of the Politburo on continuing to promote studying and following Ho Chi Minh's ideology, morality and lifestyle.
In addition, the Association continues to thoroughly grasp and effectively implement Directive No. 56/CT-TW of the Politburo; Conclusion No. 19/KL/TW of the Secretariat; Notice of Conclusion No. 50/TB/TW of the Secretariat, Directive No. 21/CT/TTg of the Prime Minister; Program No. 350/CTr-HLGVN of the Vietnam Lawyers Association, etc.
In the coming term, the Association will focus on consolidating and improving the quality of its activities, building a team of experts with qualifications, capacity, experience and dedication to carry out its tasks.
Promote legal advice for the poor
Speaking at the Congress, Mr. Tran Duc Long, Party Committee member, Party Secretary, Vice President of the Vietnam Lawyers Association highly appreciated the results achieved by the Association and agreed with the direction set for the next term.
"The National Lawyers' Association Branch No. 5 deserves to be the leading flag for the Lawyers' Association Branches under the Central Lawyers' Association to learn from," Mr. Long emphasized.
Regarding the direction and tasks for the 2024-2029 term, Mr. Long noted a few more points for the Association to pay attention to. Firstly, regularly grasp and implement well the Directives and Resolutions of the Party, the laws of the State, the guiding documents of the City Party Committee, the People's Council, the People's Committee of Hanoi City, especially Directive No. 14 of the Politburo on continuing to strengthen the leadership of the Party over the Vietnam Lawyers Association in the new situation.

Pay more attention to and improve the work of political and ideological education and revolutionary ethics for cadres and members. Second, continue to innovate the content and methods of the Association's activities, replicate good and creative practices; implement legal consulting and legal aid activities in many diverse forms; focus on training and professional development for members; create conditions and encourage members to be creative in their work, explore new ways to develop the Association's work, thereby building love for the profession, enthusiasm for the profession, and passion for the work.

Third, organize and mobilize members of the association of lawyers to participate in giving opinions on draft laws and legal documents, participate in monitoring and criticizing policies and laws, actively disseminate and educate the law, promote legal consultancy activities and legal aid for the poor.
