Latest instructions from the Minister of Education and Training on the 2025 high school graduation exam plan

After a meeting on the draft plan to organize the high school graduation exam from 2025, Minister of Education and Training Nguyen Kim Son concluded a number of contents.

Schools are waiting for the official plan for high school graduation exams from 2025.

The purpose and time of the high school graduation exam remain the same as stated in the draft plan published on the Ministry of Education and Training's electronic information portal for comments.

The exam is organized by subject, including compulsory subjects and optional subjects in the 2018 general education program: literature, mathematics, foreign languages, history, geography, physics, chemistry, biology, economic and legal education, technology, and information technology.

Regarding the exam format, literature is in essay form, the remaining subjects are in multiple choice form.

The test content will closely follow the requirements for the main competencies and knowledge of grade 12 in the 2018 general education program. There is a suitable roadmap to increase the content of competency assessment each year in accordance with the study time according to the 2018 General Education Program of students.

The graduation assessment method includes a combination of process assessment results and graduation exam results.

Minister Nguyen Kim Son also outlined the tasks that need to be implemented immediately. He requested the establishment of a steering committee to implement the graduation exam plan from 2025 with members from relevant units, assigning specific tasks to implement the tasks. Develop a project and plan to implement the high school graduation exam plan from 2025 according to the roadmap from now until 2030.

Mr. Nguyen Kim Son also requested the functional units of the Ministry of Education and Training to research and develop exam question formats in accordance with the 2018 General Education Program. In the immediate future, focus on preparing teachers to create exam questions early; organize training for teachers to create exam questions and create exam questions in accordance with the requirements of the 2018 General Education Program, including both specialized and general ones; organize conferences, seminars to share and train many subjects participating in building exam questions. These tasks need to start from the fourth quarter of 2023.

Previously, in March 2023, the Ministry of Education and Training announced a draft plan for high school graduation exams from 2025 to solicit public comments.

According to this plan, the high school graduation exam from 2025 will still be organized by subject, in which compulsory subjects include literature, math, foreign languages, history (for general education); literature, math, history (for continuing education) and optional subjects at high school level include: physics, chemistry, biology, geography, economic and legal education, information technology, technology.

Candidates studying high school program take exams in 4 compulsory subjects including literature, math, foreign language, history and 2 subjects chosen from the 4 subjects chosen.

Candidates studying the high school continuing education program take exams in 3 compulsory subjects including literature, math, history and 2 subjects chosen from the 4 subjects they have chosen to study.

Literature is tested in essay format. The remaining subjects are tested in multiple-choice format. The question bank and exam papers for all subjects are built with an emphasis on competency assessment.

The Ministry of Education and Training regulates the time frame for organizing the exam (general exam schedule), in accordance with the school year schedule to ensure consistency nationwide; at the same time, there is flexibility to respond to situations heavily affected by natural disasters and epidemics nationwide and in each locality.

Also according to the above draft, in the 2025 - 2030 period, the paper-based exam method will be maintained stably; at the same time, the effective application of information technology will be enhanced, and computer-based exams will be gradually piloted for multiple-choice subjects in localities with sufficient conditions (it is possible to combine paper-based and computer-based exams).

After 2030, strive to switch to organizing high school graduation exams on computers for multiple-choice subjects when all localities nationwide have sufficient conditions to organize exams on computers.
