Uncle Ho once said: "Party cells are the foundation of the Party, if the Party cells are good, everything will be good", "The Party is strong because of strong Party cells, strong Party cells are due to enthusiastic and exemplary Party members". In any period, it is necessary to pay due attention to consolidating and building strong and clean Party cells with good Party members to improve the leadership capacity and fighting strength of grassroots Party organizations.
In the process of leading the revolution, our Party attaches great importance to consolidating and improving the fighting capacity of grassroots Party organizations, especially promoting the leadership role of grassroots Party organizations and the quality of Party members on par with political tasks. In particular, attention is paid to building strong Party cells with sufficient capacity to lead the grassroots in implementing the Party's guidelines, policies, and State laws; participating in the development and effective implementation of programs and work plans of Party cells and higher-level Party committees.
Recognizing the position and importance of Party cells, in recent times, the Ha Tinh Party Committee has always focused on promoting the role of political "seeds", taking Party cells as the nucleus and Party members as the core in implementing Party building work. In particular, the Provincial Party Committee has directed district-level Party Committees to survey and assess the current situation, develop projects to issue specialized resolutions.
Accordingly, Ky Anh City Party Committee conducted a survey of types of Party cells, clusters and organized model Party cell meetings in clusters directly directed by the Standing Committee of the City Party Committee, learned from experience, and then developed a project, organized workshops and issued a Resolution on building Party cells and improving the quality of Party members. Ha Tinh City Party Committee organized a thematic workshop, delving into the issue of the quality of Party cell activities, the executive role of Party cells, and the assignment of Party members; thereby, clearly defining policies and specific solutions. Loc Ha District Party Committee periodically organized dialogues between district leaders and Party cell secretaries and village heads, both to discover good practices and to answer questions from the grassroots... Many grassroots organizations implemented thematic activities, model activities, organized workshops, discussions and opened training courses, fostered knowledge and skills in Party building for Party cell secretaries and Party cell secretaries.
At the regular meeting of Kim Tan Party Cell of Tan Loc Commune Party Committee (Loc Ha) - a cell with 127 party members merged from 3 cells, which lasted only 110 minutes, 8 party members spoke in 70 minutes, clearly demonstrating the fighting spirit and leadership in Party activities. Mr. Nguyen Duy Ngu - Secretary of Kim Tan Party Cell affirmed: "The quality of Party cell activities, good or bad, depends on the preparation of content and management methods of the cell committee, especially the responsibility of the Party cell secretary".

However, the number of Party cells operating in a disciplined manner like the Kim Tan Party Cell is not many, and the quality of Party cell activities in general is still limited. Many Party cell activities often get caught up in discussing professional matters, not focusing on discussing Party work; many Party cell committees do not clearly assign tasks to Party members; or Party members attend meetings as if they are just observers, very hesitant to speak; or speak just for the sake of speaking and consider the task as completed, considering the inspection and urging of the implementation of resolutions as the responsibility of the Party cell committee...
Self-criticism and criticism are the principles of Party activities and the law of Party development, but many Party cells have not paid due attention and have not created a favorable environment to promote the "weapon" of self-criticism and criticism in the Party. Although the Central Organizing Committee has issued Instruction No. 21-HD/BTCTW on the process of reviewing and classifying Party committees and Party members, it is mainly implemented at the Party committee level because that process is not suitable for the actual scale of the Party cell. More than 55% of village/residential group Party cells have 40 or more Party members, of which nearly 20% of rural Party cells have 80 or more Party members, and Party cells with over 170 Party members have difficulty finding enough time to conduct self-criticism and criticism according to the guided process.
Developing party members is increasingly difficult, especially in rural areas. Many villages/residential groups have organized youth union branches that are as good as non-existent. In 2022, the Ha Tinh Provincial Party Committee admitted more than 2,100 party members, but the rate of admission from rural areas was only 9.9%. Many rural party cells have not admitted any party members for many years.

After the merger of villages/residential groups, the number of party members of some merged party cells was too large, so the rate of party members attending meetings and the quality of meetings were also limited. In addition, some places did not form party cells, although it was stipulated in the Party Charter. In the agency sector, the merger was to reduce the number of focal points, but the professional tasks were different, so the leadership tasks of the party cells were still general. Maintaining party activities was even more difficult because the scale and number of party members after the merger of communes/wards increased, and there was not enough space to attend meetings, so some party cells had to carry out 2-4 rounds to implement a resolution.
In Ha Tinh, grassroots party committees with less than 200 members account for only 5.7%, with 200-350 members account for 60.3%, with over 350 members account for 34%, of which there are 32 party committees with 500 members or more, some with over 1,000 members. Issues regarding organizational models, party member management, criticism and self-criticism regimes are not reasonable, greatly affecting the quality of activities of party cells and grassroots party committees. It is necessary to arrange the organizational model of party cells in association with specialized administrative units in a reasonable manner and not in conflict with the provisions of the Party Charter on Party organization. If the agency block has enough party members to establish a party cell, it is not necessary to combine specialized departments and offices into one party cell, because it does not affect the payroll.
With the scale of Party cells after the merger of villages/residential groups, the formation of Party cells is very necessary and urgent to better manage Party members, to assign specific tasks to Party members and to seriously implement the self-criticism and criticism regime in the Party. The grassroots Party Committee must clearly define the monthly activities for each Party cell, including specific tasks for some Party cells that are weak or limited in some aspects.

In addition to regular activities, there should be specialized activities to impart to party members necessary issues regarding policies, resolutions, laws, current events, etc. Party members should not be "starved" of information, leading to failure to promote their exemplary leading role in awareness and action before the masses.
Many opinions say that it is very necessary to organize thematic activities, but what topics, who prepares, who reports, and the time of the activities need to be specified. Mr. Ngo Van Hao - Secretary of the Party Committee of Luu Vinh Son commune (Thach Ha) suggested: "It is necessary to form a network of reporters at all levels, depending on the scale of each grassroots party committee to select 1-4 reporters who are retired mid-level and senior cadres and party members with prestige, courage, and good teaching methods to foster and provide in-depth training in professional skills".
Sharing the same thought, Mr. Pham Huu Thao - Secretary of the Party Committee of Thach Linh Ward (Ha Tinh City) said: "The superiors of the grassroots Party organization, based on the situation and tasks of the locality in each period, assign specialized departments and offices to edit topics on resolutions, current events, legal policies, topics on studying and following Uncle Ho, topics on history, culture, science and technology... in accordance with the key political tasks". Thematic activities can be organized once a quarter or for a few dozen minutes in regular activities under the management and coordination of the grassroots Party Committee.

In the work of developing party members, the difficulty is that young people often have to leave their hometowns to earn a living. If they want to achieve “leaving agriculture but not leaving home”, party organizations must take care of economic development, build many attractive economic models in the locality to attract young workers, find and assign jobs to young people, create an environment and motivation for young people to strive and establish themselves in their hometowns. This is also the basis for strengthening the youth union organization, training union members to join the Party and creating a source of cadres.

It is necessary to form party cells in the Party cells as prescribed in the Charter. If the Party cell has many Party members, self-criticism, criticism, and classification within the Party cell, at the same time giving suggestions to the Party Committee and other Party cell members, the Party cell's committee synthesizes, presents to the Party cell for discussion and decision, which will be much more effective. The Party cell is the place to concretize the Party cell's resolution, assign responsibilities to each Party member in connection with the responsibility of household groups and work in the residential community. It is necessary to survey the reality of localities that have implemented well such as: Ky Anh City Party Committee, Thach Ha... to develop specific projects on scale, living habits, assignment of Party members, allowance regime for group leaders, deputy group leaders who also work in inter-household groups. The allowance is not much but it is necessary to motivate and attach personal responsibility, which can be taken from the Party fee revenue.
After each Party cell congress, the grassroots organization needs to edit the topics and organize training courses for the Party cell and the Party cell secretaries to equip the Party cell with the necessary knowledge in preparing the content, operating procedures, conclusions and assigning responsibilities to each Party cell and Party member...
Uncle Ho taught: "The root organization of the Party is the Party cell". Whenever we pay due attention to consolidating and building strong Party cells, having a good team of Party members is an important factor to improve the leadership capacity and fighting strength of the grassroots Party organization.
