According to the Fire Department, the injured person was confirmed to be a man in his 20s. Up to now, oil at the factory continues to leak and black smoke is billowing out, rescue forces along with 14 fire trucks and many other fire fighting equipment are present at the scene to participate in extinguishing the fire.
The Chiba prefectural government said the refinery where the fire broke out is the flagship plant of Idemitsu Group, responsible for refining fuel oil, producing petrochemical products and lubricants.
The cause of the incident has not yet been announced.
