Exceeded the targets assigned by Ho Chi Minh City People's Committee

On February 22, Chairman of the People's Committee and Chairman of the Military Service Council (NVQS) of Ho Chi Minh City Phan Van Mai chaired the second meeting to prepare for the military transfer and reception in 2024, on February 27.

Reporting at the meeting, Lieutenant Colonel Cao Van Phat - Deputy Chief of Staff of the Ho Chi Minh City Command said that as of February 18, the City Military Service Council had directed and guided districts, towns and Thu Duc City to issue 4,150 conscription orders for citizens. Of which, the official orders were for 3,956 citizens (3,950 men, 6 women), with 194 citizens in reserve (accounting for 4.9% of the target) in accordance with regulations.

Of the total 4,150 calls for citizens to join the army, there are 108 party members (2.73% of the target), of which 90 are official party members (2.28% of the target). Compared to 2023, this is an increase of 0.49% and exceeds the resolution's target of 1% official party members by 1.28%.

Citizens who received the call-up order with intermediate, college, and university degrees were 1,924 people (reaching 48.63% of the target). Compared to 2023, it increased by 3.17% and exceeded 13.63% compared to the directive set by the City People's Committee, which is 35% of citizens with intermediate, college, and university degrees.

Regarding health status, 3,386 citizens who received the call-up order had health level 1 and 2 (reaching 85.59% of the target). Compared to 2023, this number increased by 3.05% and exceeded 15.59% compared to the directive set by the City People's Committee, which is 70% of citizens have health level 1 and 2.

Regarding citizens participating in the People's Public Security service, according to Ho Chi Minh City Police, by February 18, the Public Security of districts, towns and Thu Duc City had completed the selection records according to the provisions of the Law on Military Service and circulars and guiding documents of the Ministry of Public Security, with 950 targets. Regarding health type 1, there are 57 citizens (6%), health type 800 citizens (84.21%), health type 3 due to nearsightedness (under 1.5 diopters) is 93 citizens (9.79%).

Implementing the policy of supporting eye surgery costs for citizens performing military service and participating in police service according to Resolution No. 10/2023/NQ-HDND dated September 19, 2023 of the Ho Chi Minh City People's Council, localities have organized eye surgery for 209 cases.

Also according to Lieutenant Colonel Cao Van Phat, the military transfer ceremony of Ho Chi Minh City in 2024 was held at the University of Technology (268 Ly Thuong Kiet, Ward 14, District 10), and was broadcast live to widely disseminate to the people.

Care about difficult family circumstances, students with outstanding subjects

Regarding the work of caring for the military's rear, the Party committees and authorities at all levels have implemented many practical programs, such as: establishing savings books, giving gifts to citizens who have passed the military service, supporting families whose children have joined the army but are facing difficulties; during the Lunar New Year of Giap Thin, districts and Thu Duc City organized delegations to visit each family of citizens preparing to join the army to visit, encourage and give Tet gifts. In Ho Chi Minh City, the total support amount is 25,318,400,000 VND, on average each citizen leaving for military service receives money and gifts worth about 6.4 million VND.

The report of the Ho Chi Minh City Military Service Council also requested the leaders of the People's Committees of districts, towns and Thu Duc City to direct departments, branches and organizations to coordinate with military agencies to organize military enlistment camps and military handover ceremonies in accordance with the regulations of the Ministry of National Defense and Military Region 7, ensuring that 100% of the military service targets are met. Carry out military service work well, coordinate closely with military service receiving units; direct the standing agency of the Military Service Council to do a good job of managing citizens joining the army, ensuring the quality of military service. It is necessary to pay attention to cases of difficult family circumstances, students who have not completed their courses yet; and thoroughly resolve petitions, questions and complaints about military service in accordance with regulations.

In 2024, Ho Chi Minh City will also assign troops to Navy units such as Naval Brigade 101; Naval Brigade 957; Naval Region 4 Training Center; Naval Region 2 Training Center; Air Defense Division 377. For 6 female citizens who volunteered to join the military in 2024, they were assigned to the Military School of Military Region 7.

Concluding the second meeting, Chairman of Ho Chi Minh City People's Committee Phan Van Mai requested members of the City Military Service Council to closely follow the Chairmen of the People's Committees of districts, towns and Thu Duc City to grasp the situation and handle arising issues. Assign members of the grassroots Military Service Council and organizations to grasp the circumstances, thoughts and aspirations of families whose children are enlisted; do not be subjective, review the preparation work, do a good job of coordination between units, and be ready to hand over soldiers. In particular, pay attention to the work after the handover, because many problems will arise...

Chairman of the Ho Chi Minh City People's Committee Phan Van Mai also requested to learn from experiences in cases related to eyesight and tattoos to deal with military service; at the same time, there should be a plan so that after completing military service, young people must be the core force at the grassroots level, able to work at the People's Committees of communes, wards and towns.
