Prime Minister Pham Minh Chinh requested Binh Duong province to promote its tradition of self-reliance, creativity, and innovation, and become a model province that excellently completes its tasks.
On the morning of February 1 (the 4th day of the Lunar New Year 2025), Prime Minister Pham Minh Chinh attended the groundbreaking ceremony of the Ho Chi Minh City-Thu Dau Mot-Chon Thanh expressway project, the section passing through Binh Duong province, organized by the People's Committee of Binh Duong province.
Also attending were: Former Politburo member, former President Nguyen Minh Triet; Deputy Prime Minister Tran Hong Ha; leaders of central ministries and branches; leaders of Ho Chi Minh City and the provinces of Tay Ninh, Binh Phuoc, Dong Nai, Binh Duong.
The Ho Chi Minh City-Thu Dau Mot-Chon Thanh Expressway project through Binh Duong province is over 52km long, planned with a scale of 6 expressway lanes, designed speed of 100km/h. This is the first expressway connecting Ho Chi Minh City with Binh Duong, Binh Phuoc and continues to connect with Gia Nghia-Chon Thanh Expressway to connect to the Central Highlands.
In phase 1, the project is invested with a scale of 4 expressway lanes, continuous emergency lanes along the entire route, and a roadbed width of 25.5m. The total investment is more than 8,833 billion VND, implemented under the public-private partnership (PPP) method. The implementation period is 36 months from the effective date of the contract.
The investor consortium includes the Industrial Development and Investment Corporation (Becamex IDC), the Infrastructure Development Joint Stock Company (Becamex IJC), the Becamex Binh Phuoc Infrastructure Development Joint Stock Company (BCMC) and the Deo Ca Group Joint Stock Company.
The consortium of investors for the Ho Chi Minh City-Thu Dau Mot-Chon Thanh expressway project is a combination of units in the Becamex ecosystem - a key enterprise of Binh Duong province and Deo Ca Group - a leading unit in Vietnam in the field of investment - general contractor - operation management of traffic infrastructure projects.
Binh Duong province is committed to continuing to accompany investors and businesses, promoting advantages and taking advantage of opportunities for strong and sustainable development, making the province an attractive destination in the region.
The Ho Chi Minh City-Thu Dau Mot-Chon Thanh Expressway connects Ho Chi Minh City Ring Road 3 to Chon Thanh town, Binh Phuoc province, creating development momentum for the Southeast region, expanding urban and industrial space.
When the Chon Thanh-Gia Nghia Expressway is completed, it will continue to connect with the Central Highlands region, creating regional connectivity, promoting socio-economic development, while ensuring national defense and security. The project also contributes to realizing the goal of 5,000km of expressway set by the Party and Government in the 2021-2030 period.
Witnessing the handover of the Decisions approving the results of selecting investors for the Ho Chi Minh City-Thu Dau Mot-Chon Thanh Expressway project and presenting gifts of gratitude to people who gave up land for the project, speaking at the event to start the new year of At Ty, celebrating the 95th anniversary of the Party's founding (February 3, 1930 - February 3, 2025), Prime Minister Pham Minh Chinh reviewed the socio-economic development results in 2024 with outstanding and comprehensive results in all fields, all 15/15 basic targets were achieved and exceeded, in the context of many difficulties and challenges in the world.
Prime Minister Pham Minh Chinh emphasized that 2025 has a special significance, with many important tasks: continuing to reorganize the apparatus; promoting economic growth of 8%, striving for double-digit growth in the coming time; reviewing and making efforts to complete socio-economic development targets for the 2021-2025 period; organizing party congresses at all levels, towards the 14th National Party Congress; organizing the celebration of major national holidays..., the Prime Minister requested Binh Duong province to promote its tradition, self-reliance, creativity, innovation, and be a model province to excellently complete its tasks.
In particular, Binh Duong must take the lead with the whole country to focus on renewing traditional growth drivers, promoting new growth drivers; implementing 3 strategic breakthroughs and perfecting institutions, developing infrastructure, especially pioneering in developing connecting infrastructure, attracting high-quality investment.
Recalling previous concerns and the important significance of the Ho Chi Minh City-Thu Dau Mot-Chon Thanh expressway, the Prime Minister requested that Ho Chi Minh City immediately start building 3km of expressway in the area and Binh Phuoc province must build 7km in the area so that together with the section in Binh Duong province, the entire Ho Chi Minh City-Thu Dau Mot-Chon Thanh expressway will be smoothly connected to the traffic system, connecting the Central Highlands, the Southeast and the whole country.
“Provinces and cities must strictly implement, implement by all means, with the command of the heart to show gratitude to those who sacrificed their blood and bones for this land, in the spirit of not saying no, not saying difficult, not saying yes but not doing,” the Prime Minister noted.
Welcoming Becamex and Deo Ca Group for investing in the project, in order for the project to be completed safely, on schedule, with quality and meeting other requirements as prescribed by law with the goal of completing the project, the Prime Minister requested the People's Committee of Binh Duong province to focus on directing investors, supervision consultants and contractors to promote the highest sense of responsibility, implementing projects to ensure progress, quality, safety, techniques, aesthetics, and environmental sanitation. At the same time, it is necessary to mobilize human resources and modern machinery and equipment to carry out construction as quickly as possible; strictly comply with technical requirements and relevant legal regulations, and prevent corruption, waste and negativity.
The Prime Minister requested relevant central and local ministries, branches and localities to closely follow the project, be resolute in operating, managing quality and progress, removing difficulties and obstacles throughout the project implementation process, ensuring that projects are completed on schedule and with required quality, and resolutely not "beat around the bush."
In particular, localities must proactively and actively implement site clearance and technical infrastructure relocation. In particular, special attention must be paid to resettlement and support for production stabilization so that people have new places to live, new jobs, and new livelihoods that are at least equal to and better than their old places.
The Head of Government directs contractors, consultants and supervisors, with the highest responsibility, to closely follow the goals and requirements, strictly comply with regulations on construction investment management; fully and correctly implement construction procedures and processes; ensure proper quality, regulations and progress, avoid corruption, waste and negativity; and minimize impacts on the environment and people's lives.
Units must work with the spirit of "overcoming the sun, overcoming the rain, not losing to storms," "eating quickly, sleeping urgently," working "3 shifts, 4 shifts," working through holidays and days off to complete the project on schedule, "all for the people, for the strength and prosperity of the country."
Along with the Ho Chi Minh City-Thu Dau Mot-Chon Thanh expressway, to expand connectivity between regions, the Southeast, the Central Highlands and the whole country, especially connecting the provinces of Tay Ninh, Binh Duong, Ho Chi Minh City, Dong Nai, Ba Ria-Vung Tau..., Prime Minister Pham Minh Chinh requested Tay Ninh province and Ho Chi Minh City to urgently complete procedures and conditions to immediately deploy the strategic expressway Ho Chi Minh City-Moc Bai, if there are any difficulties or problems, immediately report to competent authorities; promote investment in Ho Chi Minh City's belt routes 3 and 4, the metro line connecting Ho Chi Minh City-Binh Duong...
Welcoming and praising Binh Duong province for granting investment decisions to build 7 social housing projects, with a total capital of nearly 8,500 billion VND, expected to bring 9,200 apartments as homes for workers and low-income people, and granting investment licenses to 8 foreign investment projects with a total investment of more than 1.2 billion USD, on this occasion, the Prime Minister requested provinces and cities to learn from Binh Duong province to strongly develop social housing, and at the same time complete the elimination of temporary and dilapidated houses in 2025, properly implementing the Party and State's policy of not sacrificing progress, fairness, civilization, social security, and the environment for pure growth; so that everyone, every household no longer has difficulties with housing after 80 years of national independence and freedom; the whole country enters a new era - an era of striving to develop richly, civilizedly, and powerfully, people are increasingly happy and prosperous./.
