The Department of Information and Communications (formerly the Department of Posts and Telecommunications) officially came into operation in 2005. In the early days of its establishment, with nearly 10 staff and contract workers, the Department now has more than 80 officials, civil servants, public employees and workers, with 4 specialized departments and 1 public service unit.
To effectively carry out state management in assigned areas, the Department of Staff of the Provincial Party Committee, People's Council, and People's Committee issued many programs, plans, and strategic breakthroughs. Thereby, creating a favorable legal corridor, paving the way, orienting, and promoting the development of information and communication.
The field of IT and digital transformation has received special attention, focus, and synchronous implementation in all aspects of infrastructure, application, human resource training, and information security. In recent years, identifying digital transformation as one of the important solutions contributing to the successful implementation of socio-economic development goals, the Department has clearly demonstrated its leading role in leading digital transformation in the locality, proactively advising the Provincial Party Committee to issue Resolution No. 52 dated March 18, 2022 on the Digital Transformation Program of Bac Ninh province to 2025, with a vision to 2030. Thanks to the comprehensive and synchronous implementation of programs and solutions suitable to the reality of each industry and field, the province's digital transformation has been promoted with focus and key points, and many important targets have been achieved and exceeded the set plan.
The shared information systems in the province are widely used in state agencies and serve people and businesses with remarkable efficiency. The document management and administration system is deployed centrally and shared by all three levels of government, bringing high efficiency in the management and administration of agencies, units and localities. In the first 7 months of 2024, the rate of processing work records and signing electronic documents processed on the network environment at the provincial level reached 97.33%, at the district level 98.52%, and at the commune level 99.29% (exceeding the target set by Resolution 17/NQ-CP of the Government for the period 2021-2025). 100% of reporting regimes, indicators for synthesizing periodic reports and statistical reports on socio-economics serving the direction and administration of the Provincial People's Committee Chairman are implemented through the provincial reporting system and connecting and sharing data between the provincial reporting system and the Government reporting information system.
The post and telecommunications sector has developed strongly. The Department has resolutely directed telecommunications enterprises to implement the action program for the overall planning of the development of post and telecommunications and IT; the planning project for the infrastructure system and telecommunications lines of Bac Ninh province until 2030, with a vision to 2050. In particular, focusing on investing in fiber optic infrastructure, building BTS stations... Thanks to that, enterprises investing in infrastructure and providing telecommunications services have promoted the development of telecommunications infrastructure, not only expanding in scale but also providing increasingly diverse types of services. The digital switchboard system and transmission lines between districts, towns and cities in the province are fiber optic, using advanced and modern technology. The peripheral network is gradually planned to be built underground throughout the province. The mobile phone network has wide coverage with good quality, becoming an essential means of communication. Pay TV networks are widely deployed with high quality, contributing to socio-economic development, ensuring national security and defense, and meeting people's diverse information needs.

The fields of information, press and publishing have many innovations, creating strong changes, effectively and promptly serving the leadership, direction and administration of Party committees and authorities at all levels. The Department maintains regular press conferences and information and propaganda work. Well implements the management and direction of press agencies and grassroots information systems to promptly and fully propagate events in the right direction. Successfully organizes the annual Vietnam Book Day in Bac Ninh province, creating clear changes, arousing the tradition of reading culture among all classes of people.
Foreign information activities are focused on promoting, gradually successfully implementing the foreign communication strategy, building the province's brand value in the online environment. The Department cooperates in communication with over 50 central press agencies, broadcasting documentaries and reports introducing the overall achievements and strengths of Bac Ninh in more than 30 countries and territories with FDI investment in the locality, 57 media partners in the region and the world. Create and operate the Bac Ninh Foreign Information Website and communication channels on social networks such as: Facebook, Youtube, Tiktok.
Inspection and examination work always closely follows the direction of the Ministry Inspectorate and the Provincial Inspectorate, focusing on activities that are of interest to society, thereby promptly detecting and strictly handling cases of violations. Citizen reception, complaint and denunciation settlement and anti-corruption are well implemented, petitions are thoroughly handled according to authority, without backlog.
19 years of a journey, with the achievements, initial difficulties and challenges overcome, the collective of the Department of Information and Communications is determined to promote tradition, collective strength, use technology to create breakthroughs, use propaganda to create strength, contribute to promoting socio-economic development, effectively serving the cause of innovation, integration and development of Bac Ninh./.
