Correcting the practice of "requiring patients to bring paper health insurance cards to complete medical examination and treatment procedures"

To ensure the legitimate rights and convenience of patients when going for medical examination and treatment under health insurance in accordance with the direction of the Government and the Prime Minister in Project 06/CP, the Ministry of Health has sent a document to the Department of Health of provinces and cities; hospitals and institutes with beds under the Ministry of Health; medical examination and treatment facilities under ministries, branches and the Vietnam Private Hospital Association on receiving patients for medical examination and treatment using chip-embedded citizen identification cards, health insurance card images on the VssID or VNeID application and implementing XML file digital signature.

Accordingly, the Ministry of Health requests the Heads of units to rectify relevant departments, offices, and medical staff that let the above situation happen, and to resolve health insurance benefits in cases where patients, when going for medical examination and treatment under health insurance, present their chip-embedded citizen identification card or present an image of their health insurance card on the VssID application or on the VNeID application in accordance with the instructions of the Ministry of Health in Official Dispatch No. 4316/BYT-BH dated May 27, 2021 and Official Dispatch No. 931/BYT-BH dated February 28, 2022.

At the same time, direct relevant units to promptly review and rectify medical examination and treatment facilities and individuals under their management to prevent data from being sent late, minimizing the need to send replacement requests, affecting the appraisal and payment of health insurance examination and treatment costs of the Social Insurance agency; comply with the sending of electronic data on health insurance examination and treatment costs in accordance with the provisions of Articles 6 and 7 of Circular No. 48/2017/TT-BYT of the Ministry of Health regulating the transfer of electronic data in the management and payment of health insurance examination and treatment costs.

The Ministry of Health recommends that research units prepare resources (hardware, software) to implement the implementation of digital signature of XML files to authenticate electronic data on health insurance examination and treatment costs according to the provisions of Article 7 of Circular No. 48/2017/TT-BYT before sending data to the Data Receiving Portal of the Health Insurance Assessment Information System of Vietnam Social Security.

Medical examination and treatment facilities use digital certificates issued by agencies and units to digitally sign and authenticate XML data according to the instructions of Vietnam Social Security.
