The Thanh Nam Bridge construction project across the Lam River in Con Cuong District, connecting the town with the left bank of the Lam River, has a total investment of nearly 166 billion VND (of which 126 billion VND is for construction and installation). The project is designed as a permanent bridge with prestressed reinforced concrete structure, the bridge length is 412m, the roads at both ends of the bridge have a total length of 1.78 km.

In particular, the road at the bridgehead on the town side (intersection with National Highway 7A) is about 180m long, designed according to the standards of a grade III mountain road, with a 9m wide roadbed, 6m wide road surface, reinforced curbs on each side of the road 1.5m wide, and a drainage system along both sides of the road.

This project is invested by the People's Committee of Con Cuong district. The construction period is from September 2021 and is planned to be put into use by September 2023. However, up to now, due to problems with site clearance, the project has not been completed, more than 8 months behind schedule.

According to records, at this time the bridge construction has been basically completed, vehicles can pass through. However, the road at the beginning of the bridge in Con Cuong town (intersection with National Highway 7A) is nearly 180m long, and still has no land due to 3 households.

A representative of the Con Cuong District Construction Investment Project Management Board said: Currently, the construction volume of the Thanh Nam Bridge Construction Project across Lam River, Con Cuong District has reached over 90%, of which 110 billion VND has been disbursed, reaching 88%. Due to land clearance problems, this project had to be extended to April 30, 2024 for completion, however, up to now, the land has not been cleared for construction of the remaining items.

Mr. Luong Thanh Hai - Head of the Department of Natural Resources and Environment of Con Cuong district said: The road leading to the bridge on the Con Cuong town side has 42 households affected. Of which, there are 4 households with houses and 38 business kiosks on state-managed land near the Con Cuong town market that have not yet been relocated.

Currently, for 4 households in Con Cuong town whose residential land is affected, Con Cuong District People's Committee has approved the compensation plan and notified the second time, but only 1 household has received compensation for relocation, the remaining 3 households have not received compensation, they said that the compensation and support for land and assets on the land is still low so they have not relocated.

For 38 business kiosks on state-managed land, the district will not support or compensate but will "develop a plan to arrange the business locations of the 38 affected households". Specifically, these 38 business households will be arranged in the market area of Con Cuong town to facilitate trading.

All business households agree with this plan. After completing the above plan, the district will submit it to the Provincial People's Committee for approval. Only after the province gives permission can we start building and arranging business locations for households.

Mr. Lo Van Thao - Chairman of Con Cuong District People's Committee added: The district is continuing to mobilize and dialogue with the above 3 households to receive compensation support money, to relocate to resettlement areas, and return the land for the bridge project. The policy to support people is applied according to Decision No. 24/2022 of the Provincial People's Committee. If the above households do not relocate, the district will take measures to protect the construction, and it is expected that by early June 2024, the bridge will be opened for people to travel./.
