On the morning of June 21, the Department of Transport of Ho Chi Minh City coordinated with the Management Board of Investment and Construction of Traffic Works (Traffic Board) to re-start the construction of Tan Ky - Tan Quy Bridge, Binh Tan District. The project is located at the western gateway of Ho Chi Minh City across Tham Luong Canal, and is expected to create favorable conditions for people to travel on Ma Lo, Tan Ky - Tan Quy routes to National Highway 1, connecting to Tan Son Nhat Airport.
Mr. Luong Minh Phuc - Director of the Ho Chi Minh City Department of Transport said that the Tan Ky - Tan Quy bridge construction project is the first project in which the city has applied the mechanism of switching from the previous PPP form (BOT contract: build - operate - transfer) to the form of public investment from the Ho Chi Minh City budget.
The project has a total investment of 491 billion VND, of which the construction cost is 44 billion VND, the cost of compensation, support, resettlement and relocation of technical infrastructure is 190 billion VND, the cost of payment to the previous investor is 230 billion VND, along with consulting costs, project management, contingency costs and other costs.
The total land area for the project to be used for compensation, support and resettlement is 1.5 hectares, with 43 households having to hand over part of their existing houses to construct the project.
The Director of the Ho Chi Minh City Department of Transport said that the project aims to build a new Tan Ky Tan Quy bridge with reinforced concrete with a total length of 385m, of which the bridge section is 83m long; a cross-section of 4 car lanes with 2 sidewalks, a 367m long access road on both sides of the bridge, and 86m of prestressed reinforced concrete embankment along both banks of Tham Luong canal at the bridge location, along with a drainage system, trees, lighting and traffic organization suitable for the scale of the project.
“In the coming time, we will focus on checking and urging the Supervision Consultant and the Construction Contractor to speed up the construction progress, complete and open the new Tan Ky Tan Quy bridge to traffic on December 31, 2024 as a special gift to the people of Binh Tan district and to serve the people of the city,” Mr. Phuc shared.
Speaking at the ceremony, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong said that the restart of the Tan Ky - Tan Quy bridge project was a process in which relevant departments and branches made great efforts to complete the procedures to convert the investment model from BOT to public investment in accordance with the law.
“On behalf of the City People’s Committee, I request the investor and contractor to speed up the progress to put the project into operation soon. At the same time, the surrounding projects should also be accelerated to complete and synchronize the traffic network, urban embellishment in the western area, helping to connect conveniently with Terminal T3 of Tan Son Nhat airport...”, Mr. Cuong emphasized.
In August 2016, Tan Ky - Tan Quy bridge suffered an accident and could no longer be operated. In the context of Ho Chi Minh City's limited budget, the project to build a new Tan Ky - Tan Quy bridge was added to the BOT project to upgrade National Highway 1, An Suong - An Lac section.
By the end of 2018, the project had completed about 70% of the volume, but was stalled due to land clearance problems. After that, Binh Tan district completed the land clearance but the project could not continue due to problems related to the signed BOT contract because the project was not in accordance with Resolution 437 of the National Assembly (not allowed to be built on existing roads).
To soon complete the unfinished project and serve the travel needs of the people, at the end of 2022, the Ho Chi Minh City People's Council passed a Resolution approving the expenditure of VND 491 billion to complete the bridge, switching from a BOT contract to public investment.
The project is invested by the Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board). After that, Ho Chi Minh City took steps to negotiate and terminate the BOT contract with the old investor, Infrastructure Development Investment Joint Stock Company (IDICO).
