Permanent Deputy Prime Minister Nguyen Hoa Binh , Head of the Steering Committee for the arrangement of administrative units and the construction of a two-level local government model, has just issued Plan No. 40 on the assignment of amending and promulgating legal documents on the organization of two-level local governments.

Accordingly, ministries and ministerial-level agencies are assigned to review, amend, supplement or issue new legal documents related to the termination of operations of district-level local governments and the organization of two-level local governments.

Ministries and branches coordinate with the Central Committee of the Vietnam Fatherland Front, Government agencies, People's Councils and People's Committees of provinces and centrally run cities to review legal documents, assess the institutionalization of the Party's policies and determine the content that needs to be amended, supplemented or newly issued.

The review results must be sent to the Ministry of Justice before April 20, for synthesis and reporting to the Government before April 30.

Ministries and ministerial-level agencies shall promptly issue legal documents within their competence or propose to competent authorities, to be completed before June 30, 2025 for documents issued by Ministers and Heads of ministerial-level agencies; before May 30, 2025 for Government decrees.

The content of the decree needs to clarify the division of tasks, powers and administrative procedures between levels of government.

The Ministry of Justice is assigned to monitor, urge progress, speed up appraisal, coordinate with ministries, local branches and competent authorities to resolve arising issues.

The Steering Committee also allows the application of shortened procedures for a number of legal documents, ensuring that opinions of directly affected subjects are sought if necessary.

In Resolution No. 104, the Government unanimously approved the draft Law on Cadres and Civil Servants (amended) and assigned the Ministry of Home Affairs to continue receiving opinions and completing the dossier; authorized to submit this project to the National Assembly according to regulations.

The Minister of Home Affairs closely coordinates with the agencies of the National Assembly; proactively reports and explains during the examination process, and accepts the opinions of the National Assembly Standing Committee on this draft law.
