Khanh Hoa – Buon Ma Thuot Expressway “leopard skin” due to land clearance problems
Some sections of the Khanh Hoa - Buon Ma Thuot expressway phase I are stuck with land acquisition, and construction units are having to work in a "leopard-skin" state.

Regarding the construction progress of the Khanh Hoa – Buon Ma Thuot Expressway Phase I, Chairman of the Khanh Hoa Provincial People’s Committee Nguyen Tan Tuan said that the lower section of the expressway has basically taken shape. However, the upper section is in a “leopard-skin” state, so the construction unit has not been able to start construction yet.
According to Mr. Pham Van Trinh, Deputy Director of Project Management Board 6 ( Ministry of Transport ), currently, component project 2 still has about 5 km of natural forest. The unit is directing the winning bidders to cut down trees and hand over the site.
Mr. Trinh said that the project component 2 has 38 bridges, and only 15 bridges have been broken ground. Regarding the construction of the roadbed, there are still 17 km of forest and separation, so it is not accessible for construction.
In a recent survey of this expressway, Deputy Minister of Transport Le Anh Tuan requested contractors to concentrate on manpower and equipment to work in "3 shifts", speed up the project's progress, and strive to basically complete the project by 2026.
According to the Vietnam Expressway Administration, this is a national key project, strongly directed by the Prime Minister and the Ministry of Transport. However, the progress of component project 2 has not met requirements and is slow. The objective reason is that the land clearance and forest use conversion are stuck. Meanwhile, component projects 1 and 3 are basically on schedule.
Currently, the project is still stuck at some waste dump and material mine locations, so Mr. Hoang suggested that the locality pay attention, give strong direction, and create conditions for the project to be completed on schedule.
According to Mr. Dang Tho Dan, Head of Traffic Project Management Department, Dak Lak Province's Traffic Construction and Rural Development Project Management Board, 99.7% of the site has been handed over for component project 3. The total construction value currently reaches 15.2% of the contract.
However, currently some quarries of stone, sand and earth have not been licensed, causing difficulties for the project. In addition, the Central Highlands is in the rainy season, causing difficulties for contractors in construction work.
