Traffic police require violators to present relevant documents such as: identification papers, driver's license, vehicle registration directly or present them on the VNeID electronic environment (successfully authenticated).
If electronic documents are presented, the traffic police will check the driver's license by entering the driver's license number into the website tracuu.csgt.vn. If the result shows that the driver's license has not been temporarily seized, the traffic police will make a record of temporary seizure of the driver's license in the electronic environment for the violator.
Traffic police will draw up administrative violation reports as usual. However, the driver's license detention report will include the words "electronic driver's license detention".
In case the violator's driving license is temporarily suspended by another place but he/she still drives, the traffic police will make a record of this case for the violation of "no driving license" and temporarily detain the vehicle according to regulations.
In case the violator has his/her electronic driving license temporarily suspended but still violates, the violator must present the PET card driving license, and the traffic police will look it up on the web.
If it is discovered that the electronic driving license of this person has been confiscated by another place, the PET driving license is invalid. The traffic police will still make a record of the "no driving license" error and confiscate the vehicle.
According to this officer, after the violator has their driving license temporarily confiscated in the electronic environment, the national lookup system will update and display this content, and the traffic police will be able to look it up and compare it for handling.
After completing the record of temporary detention of the driver's license in the electronic environment, the traffic police officer will update the information to the lookup system.
From July 1, people can present their driving license via VNeID
According to Nguoi Lao Dong newspaper, on June 29, the Ministry of Public Security issued Circular 28/2024/TT-BCA amending and supplementing a number of articles of Circular No. 32 regulating the duties, powers, forms, contents and procedures for patrolling, controlling and handling administrative violations of road traffic by traffic police and Circular No. 24 regulating the issuance and revocation of registration and license plates of motor vehicles. The Circular takes effect from July 1, 2024.
Notably, this new circular has amended and supplemented Point a, Clause 2, Article 12 on the control of documents related to people and means of transport.
Accordingly, the documents include: Driver's license; certificate of training in road traffic law, license, certificate of driving specialized motorbikes; vehicle registration certificate or certified copy of vehicle registration certificate with original receipt from credit institution still valid (during the period the credit institution holds the original vehicle registration certificate); inspection certificate, technical safety and environmental protection inspection stamp, certificate of validity of inspection certificate and inspection stamp (for types of vehicles that are required to be inspected); certificate of compulsory civil liability insurance of motor vehicle owners...
When the information of the documents has been integrated and updated in the electronic identity card, electronic identification account on the National Identification Application (VNeID), in the database managed by the Ministry of Public Security, the inspection and control will be carried out through the information in the electronic identity card, electronic identification account on the National Identification Application (VNeID), database; the inspection of the information of the documents in the electronic identity card, electronic identification account on the National Identification Application (VNeID), database has the same value as directly checking the documents.
The Circular also amends and supplements Clause 3, Article 18 on notifying vehicle drivers and passengers of the reason for inspection; requesting vehicle drivers to present relevant documents for inspection.

If the vehicle driver or owner presents paper copies of documents, the documents will be checked and directly compared and the information related to those documents will be looked up in the administrative violation handling database system and other databases.
