Floating restaurant in Cua Nam lake, Vinh city, Nghe An province (also known as Thuy Ta restaurant or Hoa Sen restaurant), located in the Cua Nam ward entertainment area project.
The investor of this project is Nghe An Tourism Company. In 1998, the project was started and implemented.
Accordingly, the approved Cua Nam Lake Amusement Park project has a total land area of 141,418m2 , with a total investment of 36,958 billion VND, including many entertainment items such as: children's entertainment area, octagonal house area, marina, floating restaurant, ornamental park cluster, sports playground, swimming pool, miniature water park, weekend resort area...
The project is expected to be an entertainment area, meeting the needs of cultural and entertainment activities for the Vinh City community, especially in the Southwest of the city, serving tourism; contributing to beautifying the landscape architecture of Vinh city.
When it was first put into operation, the floating restaurant with an area of 700m2 , designed in the style of Asian architecture, was a place to organize wedding events, parties... This was considered the top "luxurious" location in Vinh city at this time.
After being transferred, Truong Giang Saigon Joint Stock Company completed the procedures and implemented the construction of the Cua Nam Lake amusement, entertainment and tourism area project in accordance with regulations.
However, due to the project progress being too slow compared to the company's commitment to the Provincial People's Committee, on June 18, 2010, the Nghe An Provincial People's Committee issued a decision to reclaim the land in Cua Nam Ward currently managed and used by Truong Giang Saigon Joint Stock Company. At the same time, the Nghe An Provincial People's Committee also assigned the Vinh City People's Committee to establish procedures to build the Cua Nam Lake entertainment area project to invest with budget capital and as a public project for all people.
In 2013, the restaurant project was handed over to the Nghe An Provincial People's Committee when the locality reclaimed the land to build the Cua Nam Lake entertainment area. However, just a short time later, the operation of this floating restaurant was interrupted and forgotten.
According to the reporter, all items in this restaurant are degraded and severely damaged. The restaurant entrance has been dismantled, leaving only the iron frame, concrete, etc.
The scene inside the restaurant was devastated. The restaurant's concrete fence was broken in many places.
The restaurant's railing system was broken, causing danger.
"The floating house project of Cua Nam Lake has been abandoned for many years and has become a gathering place for social evils. The degraded and damaged floating house project not only causes waste but also affects the urban beauty. The People's Committee of Cua Nam Ward has proposed to the People's Committee of Vinh City and the People's Committee of Nghe An Province to have a plan to handle this public property project," said Mr. Dang Hieu Lam, Chairman of the People's Committee of Cua Nam Ward.
Currently, most of the area of the Cua Nam Lake Amusement Park project has been converted to other purposes and assigned to units to carry out construction according to the adjusted planning. However, there is still no plan to handle the floating house project. Many voters of Cua Nam Ward have made recommendations to all levels on how to handle the floating restaurant project to avoid waste and loss of aesthetics.
Responding to voters' opinions, Nghe An Department of Finance said that the assets on land in the land area planned to implement this project are public assets eligible for sale of assets on land, transfer of land use rights according to the provisions of the Law on Management and Use of Public Assets and auction of land use rights according to the provisions of the Land Law.
Therefore, the Department of Finance proposes to select an investor to implement the above project in the form of land use rights auction in accordance with the provisions of the Law on Land and the provisions of Article 29 of the Investment Law 2020. Thus, the Cua Nam Fish Lake Floating House real estate facility is being considered by competent authorities to select an investor in the form of land use rights auction or investor selection bidding in accordance with regulations.
Currently, a business has sent an official dispatch to the authorities, proposing to implement the Cua Nam Aquarium Entertainment Center Project on a land area of about 82,500m2 , a water surface managed by the state, belonging to the public land fund of Cua Nam ward, including the above-mentioned floating restaurant.
