Encouraging social criticism and absorbing opinions from all walks of life is to perfect institutions and policies to serve the task of building, developing and protecting the Fatherland.
However, currently, in addition to the positive and constructive contributions of the people, there have also appeared a number of subjects who take advantage of social criticism and democratic freedoms to distort the Party's guidelines and policies, the State's policies and laws in order to sabotage the Party and the socialist regime.
Recently, some subjects (mainly opposition, extremist, reactionary elements) have taken advantage of the Party and State's call for public opinion on draft documents and draft laws to put forward opposing views and opinions with impure purposes.
These subjects disguise themselves as social critics in many different forms such as contributing opinions and expressing views under the name of science, but in reality, they turn this work into public forums to present opposing, extreme, distorted, and anti-government opinions, denying the leadership role of the Party.
Recently, some subjects (mainly opposition, extremist, reactionary elements) have taken advantage of the Party and State's call for public opinion on draft documents and draft laws to put forward opposing views and opinions with impure purposes.
For example, taking advantage of the policy of soliciting public opinions on the Draft Law on Land (amended), the subjects have created a number of social networking sites, blogs, vlogs... on which negative and untrue images and information are posted. In the name of contributing opinions to the Draft Law on Land (amended), suggesting and proposing solutions to resolve difficulties related to land issues; land recovery and compensation for planning purposes; use of public land; land disputes..., the subjects have incorporated reactionary ideas, distorting and falsifying the policies and guidelines of the Party and the State.
These subjects deliberately distort the nature, making people misunderstand the content "land is owned by the entire people, represented by the State" as "land is exclusively owned by the State", thereby causing negative reactions in society.
The subjects also fabricated and distorted that the law amendment was aimed at creating "group interests", thereby deliberately inciting to divide the great national unity bloc, causing people to lose trust in the Party and State.
Taking advantage of the comments on the Law on Cyber Security, disgruntled and hostile elements took advantage of the name of contributing opinions, expressing the thoughts and aspirations of the people, but the purpose was to incite the people with false arguments such as: The Law on Cyber Security violates international treaties, restricts the right to use the Internet of organizations and individuals; The Law on Cyber Security is to silence the people...
Similarly, the subjects deliberately distorted the content of the 99-year land lease in the draft Law on Special Economic Zones as "selling out the country", turning the content under discussion into the content that has been approved by the National Assembly and the Government, thereby inciting uninformed or gullible people to protest and riot, affecting political security and social order and safety.
On the other hand, some subjects use the name of criticism to express their own opinions through "open letters" and "petitions" by named or anonymous individuals to send to all levels, departments, branches, and leaders of the Party and State, and at the same time post and spread them on social networks.
In terms of form, the content of these documents appears as very dedicated opinions, scientific contributions related to policies and guidelines; or criticism of viewpoints, thoughts, and suggestions on the lifestyle and private life of a number of high-ranking officials, but in many cases, the subjects incorporate reactionary thoughts, distorted content, and falsification of the truth.
Others bring negative thoughts and one-sided views of individuals but in the name of representing the collective. These subjects constantly exaggerate the shortcomings and limitations in society, attributing them to the "nature of the regime", to the weakness in leadership and management of the Party, the State and the capacity of cadres...
In terms of form, the content of these documents appears as very dedicated opinions, scientific contributions related to policies and guidelines; or criticism of viewpoints, thoughts, and suggestions on the lifestyle and private life of a number of high-ranking officials, but in many cases, the subjects incorporate reactionary thoughts, distorted content, and falsification of the truth.
At the same time, some individuals take advantage of social criticism, take advantage of democratic freedom, and freedom to contribute opinions to express their views demanding "multi-party pluralism", promote, idolize, and distort the issue of "civil society", and demand that our Party must have a mechanism to encourage "civil society"...
Under the guise of raising their voices to demand democracy for the people, some elements instigated people to write "petitions" demanding the establishment of opposition political parties, freedom to form associations without following the law; demanding pluralism, multi-party system, and moving towards eliminating the leadership role of the Communist Party of Vietnam.
In addition, there are some individuals who used to have a position in society, but because of their own interests or personal conflicts, they are dissatisfied and easily enticed and provoked... From there, they use the name of "scientist", "theorist", take advantage of social criticism, and use the excuse of giving opinions to the Party and the State to spread extremist and reactionary views on the Party and State's policies and guidelines; or put forward false and one-sided arguments and perceptions to deny the values of Marxism-Leninism and Ho Chi Minh's thought, fueling opposition in society, dividing national unity, causing people to lose confidence in the Party's leadership and the State's policies.
Reality has shown that the above phenomena of exploiting social criticism are "transformations" and "hiding behind" social criticism to serve personal purposes and the plot of "peaceful evolution". This affects political security and social order and safety; reduces people's trust in the Party and the regime; and hinders the development of the country and the path to socialism that our Party and people have chosen.
With the negative impacts of exploiting social criticism with its diverse and complex manifestations as it is today, the important issue is to accurately identify what is genuine social criticism and what are activities "hiding behind" social criticism to sabotage. From there, promote the role and mission of social criticism to build the country and the regime; at the same time, resolutely condemn and fight against phenomena that pretend to be social criticism.
It is necessary to affirm that social criticism, when carried out on the basis of knowledge, correct, objective, honest scientific basis, with good purposes, will bring great benefits to society, contribute to improving the effectiveness of policies and guidelines as well as encourage the practice of democracy in life.
Therefore, our Party and State always attach importance to social criticism, encourage people to actively participate in social criticism in a constructive spirit and with a sense of responsibility, contributing to pointing out shortcomings, limitations, causes and solutions to perfect policies and guidelines in accordance with real life, practically serving the cause of national construction and development.
Our Party and State always attach importance to the freedom of criticism of all classes of people. In Decision No. 217-QD/TW dated December 12, 2013 of the Politburo promulgating the Regulations on supervision and social criticism of the Vietnam Fatherland Front and socio-political organizations, the purpose and nature of social criticism are clearly defined as: "Social criticism aims to detect missing, inaccurate, incorrect, and inappropriate contents in draft documents of Party and State agencies; propose practical contents, contributing to ensuring the correctness, conformity with social life and effectiveness in formulating the Party's guidelines and policies, the State's policies and laws; ensuring the legitimate rights and interests of the people; promoting democracy and enhancing social consensus".
The solicitation of public opinions on policies and guidelines are activities of the Party and State that demonstrate the people's right to mastery in order to promote collective wisdom, not just a formality, "perfunctory", "blindfolding" the people as hostile forces deliberately spread. This has been clearly demonstrated in practice.
During the period from 2018-2022, the Standing Committee of the Central Committee of the Vietnam Fatherland Front held 14 social criticism conferences with a relatively large number of delegates participating and in-depth criticism; focused on criticizing 42,051 draft documents, including draft laws, projects... directly related to the rights and obligations of citizens, playing an important role in social life and receiving public attention.
At the local level, the Standing Committee of the Vietnam Fatherland Front Committee of provinces and cities chaired 23,869 feedback conferences, including 827 at the provincial level, 3,488 at the district level, and 19,554 at the commune level...
At the same time, we also need to be very alert to distinguish and identify the exploitation of social criticism for sabotage and take timely preventive measures. We need to clearly distinguish between construction and destruction because if we are not alert to identify, we may be led in the wrong direction, have distorted perceptions, leading to wrong decisions.
Without correct awareness, people will easily believe and understand wrong and reactionary criticisms, misunderstanding the policies and the nature of the socialist regime. Therefore, not only cadres and party members but also all people need to raise their political awareness, be vigilant and alert against arguments pretending to be social criticism. At the same time, there must be legal sanctions to handle and severely punish acts that take advantage of the name of social criticism to distort policies and guidelines, and infringe upon the interests of the Party, the State and the people.
