Overview of the Conference to collect opinions from intellectuals in the science and technology sector before the 6th Session of the 15th National Assembly.

On October 2, the Vietnam Union of Science and Technology Associations (VUSTA) in coordination with the Central Committee of the Vietnam Fatherland Front organized a conference to collect opinions from science and technology (S&T) intellectuals before the 6th session of the 15th National Assembly.

Speaking at the opening of the Conference, Dr. Phan Xuan Dung, President of the Vietnam Union of Science and Technology Associations, said that with the content of the 6th Session, the National Assembly will consider and discuss over 40 important contents of the country in the field of law making, supervision and decision on important issues of the country.

“This is the first time VUSTA has organized a large-scale conference with comprehensive content on the country's socio-economic development, supported by leaders of the Central Committee, the National Assembly, and sectors, and enthusiastically participated by scientists. After this conference, VUSTA will continue to synthesize the opinions of scientists to send to the National Assembly and the Central Committee of the Vietnam Fatherland Front,” said Dr. Phan Xuan Dung.

At the same time, Dr. Phan Xuan Dung suggested that intellectuals and scientists focus on reflecting and clarifying solutions and policy mechanisms to develop the country's socio-economy; develop science and technology, education and training; build and develop a team of intellectuals with a structure, quantity and quality equal to the task, meeting the requirements of the country's development must be equal to and based on science and technology, science and technology together with education and training is the top national policy, the driving force for national development...

At the same time, Dr. Phan Xuan Dung suggested that scientists focus on giving opinions on major issues such as:

Firstly, on solutions and policy mechanisms to develop the country's socio-economy quickly and sustainably, develop science and technology, education and training, build and develop a team of intellectuals to meet the new and very high requirements of the country and people.

Second, deeply analyze existing problems and limitations in mechanisms and policies for science and technology activities, innovation, gather and unite intellectuals from specific issues, contents, regulations, policy documents... as a basis for the National Assembly, Government, and relevant agencies to study, absorb, and amend.

At the same time, propose and recommend the thoughts and aspirations of scientific and technological intellectuals to the Party and State on building and developing the current and future intellectual team to be on par with new requirements and tasks.

At the Conference, Ms. Truong Thi Ngoc Anh, Vice President of the Central Committee of the Vietnam Fatherland Front, said that the Conference was a practical and important activity, contributing to helping the Presidium of the Central Committee of the Vietnam Fatherland Front continue to listen and absorb profound opinions to complete the report of the Presidium sent to the 6th Session of the 15th National Assembly.

Ms. Ngoc Anh said: "These are important channels that help the Central Committee of the Vietnam Fatherland Front synthesize many macro-level opinions, expressing the synthesis of the wishes and recommendations of the people of the whole country, including the team of science and technology intellectuals."

Dr. Nguyen Quan believes that there needs to be a satisfactory income regime so that intellectuals can work with peace of mind and contribute their intelligence to building the country.

Listen and delegate work to intellectuals

Expressing his opinion, Dr. Nguyen Quan, former Minister of Science and Technology, Chairman of the Vietnam Automation Association, said that there are currently three issues that need attention. If these can be done, intellectuals will naturally help a lot in the development of the country.

First , leaders must trust the intellectual team, must really listen and assign work. Currently, localities and ministries also have policies to "roll out the red carpet" to invite intellectuals, but in reality they are not assigned work, and there is still a situation where they are not ready to assign work.

Second, we must create the best working conditions for intellectuals, from laboratories, international integration, gathering like-minded people with the same qualifications to form strong research groups.

Finally , the income system. According to Mr. Nguyen Quan, there needs to be a satisfactory income system so that intellectuals can work with peace of mind and contribute their intelligence to build the country. Income is still a very important issue to retain intellectuals.

More importantly, intellectuals are given autonomy in scientific and technological activities, including autonomy in tasks and facilities. If intellectuals and scientists are not allowed to decide what to do, how to use budget funds, how to recruit and cooperate, then policies to promote talent will not be effective.

Dr. Nguyen Quan affirmed that all of these issues need to be resolved. Only when intellectuals are treated fairly will they feel secure in their dedication. From there, it is necessary to promulgate the Law on Professional Associations to meet the needs of social development. Strengthen inspection and supervision so that decrees, circulars and policies that have been issued are implemented most seriously and fully.

Strong solutions are needed to develop science and technology.

Assessing the country's socio-economic situation, Associate Professor, Dr. Dang Van Thanh, former Vice Chairman of the Economic and Budget Committee of the 11th National Assembly, said that in recent times, the indicators of economic growth, growth quality and labor productivity of our country have improved. However, according to Mr. Thanh, the National Assembly and the Government still need to pay more attention, have stronger policies and solutions to develop science and technology, transfer technology and use the team of science and technology intellectuals.

Associate Professor, Dr. Dang Van Thanh said that the application of a loose fiscal policy, allocating 35% of the total state budget expenditure for development investment is correct, creating potential for the country in the coming time. However, the disbursement progress and implementation speed are still slow, requiring measures to promote public investment disbursement and timely disbursement of loans.

Accordingly, it is necessary to closely inspect and facilitate the project preparation, investment preparation and each stage in the investment and project implementation process, promptly remove difficulties in resolution. In addition, it is necessary to take into account and promptly take measures to handle special cases.

Associate Professor, Dr. Dang Van Thanh proposed that the National Assembly and the Government have stable policies and solutions to improve the quality of the financial market, create confidence for investors, and create opportunities for businesses to access credit capital. Some tax and tax management policies for science and technology activities are no longer suitable, so the National Assembly should soon include them in the law-making program.
