Hanoi must use supplies from neighboring provinces such as: construction stone (from Ha Nam, Ninh Binh, Hoa Binh...); unburnt bricks (from Bac Ninh, Ha Nam...); construction sand (from Hoa Binh, Phu Tho, Vinh Phuc...); cement (from Ha Nam, Thanh Hoa, Nghe An...); some other construction materials such as steel, glass or finishing and decorative materials are also used from production and supply sources from neighboring provinces or from abroad.
According to the leader of the Hanoi Department of Construction, many investment projects are currently being implemented in the city to build urban areas, housing, and traffic projects, including a key national project (Ring Road 4).
Therefore, the demand for some types of materials for these projects requires very large quantities, and it is not possible to proactively supply enough locally, especially with loose materials (construction stone, embankment soil, sand for leveling) that must be imported from neighboring provinces.
Therefore, in the long term, Hanoi needs to have research and orientation for the development of alternative, green and sustainable materials. "To develop towards industrialization and modernization of the city's construction materials industry, making the most of existing raw materials, in the coming time, it is necessary to have a systematic long-term plan and vision; build orientation for technology and equipment development to save fuel, towards environmental friendliness; replace traditional materials" - Director of Hanoi Department of Construction Vo Nguyen Phong shared.
Regarding the current status of production - supply of construction materials, management work in the area, a representative of the Hanoi Institute of Science, Technology and Construction Economics (Department of Construction) said that Hanoi has produced various types of construction materials such as cement, fired and unfired construction materials, roofing materials, plastering and filling sand, construction stones, paving stones, tiles, sanitary porcelain, roofing materials, construction glass, concrete and other types of finishing decorative materials. Some of these types are processed such as: natural paving stones, construction glass, gypsum boards...
Hanoi's strong products have been and will be developed such as sanitary porcelain, artificial stone and finishing decorative materials. Hanoi's construction material production technology level is on par with the national average and has reached the level of countries in the region and internationally, some types have production technology that is advanced compared to the world. Hanoi is a city with a not-so-developed construction material production industry.
One of the difficulties is the lack of raw materials or the lack of conditions for exploitation. The demand for construction materials is very large in quantity (about 15% of the national demand), strict in quality and high aesthetic requirements. The market is very developed, however, the planning and management plan are still inadequate and need to be further studied and improved.
"Hanoi does not have many mineral resources for the production of construction materials. Areas with minerals are often subject to planning, especially in the Ba Vi National Park area, production forests, and Soc Son protective forests, which have been identified as areas where mineral activities are prohibited. Most of the raw materials used to produce construction materials must be imported from other provinces, except for raw materials for the production of fired bricks, which are currently using dredged land from rivers and underground construction sites," said a representative of the Hanoi Institute of Science, Technology and Construction Economics.
Need a mechanism to create a business environment
To develop new materials industries, Vice President of the Vietnam Association of Construction Materials Pham Van Bac said that it is necessary to build mechanisms and policies to create an investment and business environment, develop markets for new materials, advanced materials, and materials with high economic value; use construction materials that save energy, save natural resources, increase the rate of using recycled materials and fuels from industrial, agricultural waste, and household waste, and reduce emissions to protect the environment.
Review the system of legal documents, construction material development strategies, and mineral planning for construction materials to make timely adjustments to ensure compliance with the conditions for developing new construction materials in each stage of the country.
Innovate mechanisms and policies on science and technology in the direction of assigning ownership and the right to use scientific research and technological development results using the State budget for ministerial and State-level topics and projects, in which priority is given to research and development towards the gradual formation of a circular economy, green economy and sustainable development. Build a public-private investment cooperation mechanism for scientific research, technological development and innovation in the field of new materials.
According to Mr. Pham Van Bac, enterprises also need to master the technology to produce new materials. For some new materials, with complex production technology or large investment capital, they can form joint ventures, partnerships, and cooperation with foreign countries to invest in production.
Restructuring small and micro enterprises into large-scale enterprises with sufficient capacity and conditions to participate in the global material supply chain. "Supporting research in the field of mechanical engineering, equipment and spare parts production to increase the localization rate of equipment and machinery in the production, exploitation and processing of raw materials for the production of construction materials; enhancing the application of mechanization and automation in the production of construction materials, especially new construction materials" - Vice President of the Vietnam Association of Construction Materials Pham Van Bac said.
A representative of Xuan Mai Investment and Construction Joint Stock Company - a company specializing in the production of precast prestressed concrete components for civil and industrial construction, infrastructure works and traffic works, said that the company has 3 factories in Xuan Mai (Hanoi), Dao Tu (Vinh Phuc), Di An (Binh Duong), with a system of factories producing precast concrete components with a total capacity of more than 3,000m2 (columns, beams, floors)/day.
In order for new types of construction materials to be researched and applied, the representative of Xuan Mai Investment and Construction Joint Stock Company said that the State needs to have policies to support the development of precast concrete technology and prefabricated products, and units applying new technology such as reducing VAT to 5%.
The Ministry of Construction, construction departments, and management boards need to have strong sanctions, from the design, licensing, and acceptance stages of construction works, regarding the application of unburnt construction materials in construction works. Provide financial support for research institutes, training schools, and vocational schools to compile textbooks as well as provide training to introduce precast concrete technology, precast wall panel technology, etc. Issue additional construction instructions, and include wall panels in the system of regulations, standards, and unit price norms.
