Ho Chi Minh City Can Gio coastal tourist urban area is 2,870 hectares wide with 5 subdivisions, with a total estimated cost of more than 76,000 billion VND for investment in technical infrastructure and construction.
The information stated in the explanatory report on the local adjustment of the 1/5000 scale zoning plan of Can Gio coastal urban tourism area has just been completed by the locality for appraisal.
The construction site of this urban area in Long Hoa commune and Can Thanh town has been approved for a 1/5000 zoning plan 5 years ago. Due to many changes compared to before, the plan has been studied and adjusted to suit the reality, while the work of adjusting the city's general planning plan is being carried out. The partial adjustment of the Can Gio urban area plan, when approved, will be the basis for detailed planning and preparation for investment and construction.

Accordingly, the project will retain the 5 functional zones A, B, C, D, E, with a population of more than 228,000 people as before, but will adjust some contents related to water surface, sandbanks, and public beaches. The land fund for tourism and resorts in zones A, B, C, and D will also be adjusted down to suit tourism needs and increase public utilities. The golf course in zone A will increase in area from about 146 hectares to 155 hectares to have more land to arrange accompanying utility works.
Regarding traffic and related technical infrastructure, the project adjusts the parking system to concentrate on the gateway area, using modern technology. Some road sections are adjusted to conveniently connect areas. The internal traffic network in the urban area is also recalculated to organize new spaces and landscapes... In addition, the project also considers converting some land functional areas to protect and increase usage value. This is to suit the reality, local development needs as well as new orientations.
In the total investment, the project estimates the cost of building technical infrastructure at more than VND 32,500 billion and about VND 43,700 billion for building architecture in the urban area. In phase one, the project will carry out site clearance and complete technical infrastructure according to the main traffic frameworks; green areas, landscaped water surfaces along with golf courses, services, residential areas at gateway locations... Phase two will continue to complete the infrastructure connecting the entire area, commercial centers, hotels, and conference centers. The system of social infrastructure works, residential areas, and tourism and service projects will also be completed in this phase and put into operation.
According to the adjustment orientation, subdivision A will increase its area from about 771 hectares to nearly 954 hectares, with the main function being entertainment areas (theme parks, golf courses, etc.); high-end resort tourism; trade, services, etc. Subdivision B is about 659 hectares wide, planned with the central space being a complex of cultural, sports, and stadium facilities at major intersections. The gateway area to the urban area will be arranged with public facilities such as parking lots, hospitals, schools, offices, shopping centers, hotels, etc.

Areas C and D have a total area of over 798 hectares, with sports fields combined with landscapes, squares and mixed-use buildings, commercial centers, schools, etc. Low-rise housing in this area is divided into islands and peninsulas, combined with a water surface system that weaves around. Area E has a scale of about 457 hectares, with the main function being open space, artificial sea, and canals. This place will form a large water surface space along with the construction of parks, beaches, etc.
Previously, in June 2020, the Government decided to approve the adjustment of the investment policy to expand the Can Gio coastal urban area project with a total area of nearly 3,000 hectares and a total investment of VND 217,000 billion. The project is invested by Can Gio Urban Tourism Joint Stock Company, of which the owner's equity is more than VND 32,500 billion, the rest is commercial loans. The project implementation period is 50 years (until 2070 with the scale expansion; until 2057 with the 600-hectare coastal area assigned to the investor since 2007).
The Government requires that during the project implementation process, investors must fully implement the contents of the environmental impact assessment report; strictly comply with the legal framework of the United Nations Educational, Scientific and Cultural Organization (UNESCO) on the Can Gio mangrove biosphere reserve; not adversely affect the ecosystem and narrow the seawater source supplying the mangrove forest...

Can Gio is about 50 km from the center of Ho Chi Minh City, the only district of the city bordering the sea with 23 km of coastline. The locality has a total area of over 71,300 hectares, of which over 70% are mangrove forests and rivers. There are many traditional craft villages and unique cultural festivals, favorable for developing types of agricultural eco-tourism, cultural and religious tourism.
Ho Chi Minh City's orientation is to promote the exploitation of Can Gio's tourism strengths, build and develop a regional and international urban tourism area here. The city hopes that Can Gio can contribute to economic growth but must maintain the natural and cultural advantages here.
