There needs to be breakthrough solutions and specific mechanisms to implement the 3 National Target Programs.

Continuing the 6th Session, on the afternoon of October 30, the National Assembly discussed in the hall the implementation of the National Assembly's Resolutions on the National Target Programs on new rural construction for the 2021-2025 period, sustainable poverty reduction for the 2021-2025 period, and socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period.

Frankly pointing out the difficulties and shortcomings in implementing the three national target programs, many delegates said that there should be breakthrough solutions and specific mechanisms for decentralization and delegation of power; at the same time, reducing the counterpart ratio for localities receiving large support from the central budget... to speed up the disbursement of investment capital as well as implementation progress.

Emphasizing that the implementation still has many limitations, shortcomings, difficulties and obstacles, delegate Vu Xuan Hung (Thanh Hoa) said that the Steering Committees of the 3 National Target Programs have been completed but the operating mechanism is not smooth and lacks synchronization and unity among agencies. The model of the support apparatus is "not unified", each locality has a different model. Some localities have established a coordination office, others have established a support team. Support staff at the district and commune levels hold multiple positions, do many different jobs, and change frequently while the work is very much. The psychology is afraid of making mistakes and being responsible.

Meanwhile, the Central Government has issued "too many" documents with general regulations and many references, making it difficult for localities to implement. Some contents have not been guided; some localities have not completed management documents according to their authority...

In addition, there is a situation of slow capital allocation, the allocation content is not close to the actual needs of the locality, and is not for the right subjects. There are projects, sub-projects, and beneficiaries are few but the capital is allocated a lot. The allocation of career capital is inappropriate, not unified between the three programs. The national target program on new rural construction is assigned the total career capital, the remaining two programs assign details for each component project, making it very difficult for localities to deploy the integration mechanism and implement the programs. The capital disbursement progress of the three programs is very slow, up to now only reaching less than 50%, especially the career capital is very low.

Delegate Vu Xuan Hung said: "With both institutional and human difficulties, if there are no breakthrough solutions and specific mechanisms, the ability to achieve the goals for the 2021-2025 period will be very difficult."

To speed up the implementation of the 3 Programs, delegates agreed on the specific mechanism proposed by the solutions in the National Assembly Resolution; at the same time, they suggested that there should be a specific resolution to decentralize and delegate power and have a mechanism as proposed by the Government to speed up the disbursement of investment capital as well as the implementation progress.

Debate with the opinion of delegate Vu Xuan Hung, delegate Thach Phuoc Binh (Tra Vinh) said that the difficulties in implementing the National Target Program on socio-economic development in ethnic minority and mountainous areas are not only due to subjective reasons but also objective reasons, beyond the authority of the province, requiring the National Assembly and ministries and branches to participate in supporting.

For Tra Vinh, the budget for implementing the National Target Program on New Rural Development and Sustainable Poverty Reduction has basically met the set plan. For the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas, disbursement is still limited, reaching only 30% of the capital plan. In addition to the subjective reasons mentioned above, there are many other objective reasons leading to this limitation, such as the Central Government's slow issuance of guiding documents; the number of beneficiaries for support has decreased compared to the review period. The implementation of the project to address the shortage of residential land, housing, and production land has encountered many difficulties because the province does not have land funds, the support level is low, and there is no counterpart capacity, so the implementation process of the province is affected, leading to delays compared to the set schedule...

Regarding the disbursement of capital for the Target Program for career capital, delegate Nguyen Thanh Nam (Phu Tho) proposed that the National Assembly and the Government allow the transfer of capital sources from 2022 and 2023 to the end of the 2021-2025 Program period.

Explaining this proposal, delegate Nguyen Thanh Nam said that the disbursement of this capital source is slow due to the slow resolution of mechanisms and policies, especially regulations on beneficiaries of support content and payment procedures. Basically, the basic implementation has only been implemented since mid-August 2023. Meanwhile, the remaining capital of the Program has not been disbursed very much.

Considering that the implementation of counterpart capital allocation for localities still receiving subsidies from the central budget is very difficult, delegate Nguyen Thanh Nam also requested the Government to consider and allocate 100% of capital for the Programs for localities still facing budget difficulties.

Sharing the same view, delegate Chu Thi Hong Thai (Lang Son) proposed reducing the matching rate for localities receiving large support from the central budget.

According to delegate Chu Thi Hong Thai, the counterpart rate of the National Target Program on New Rural Development is high, while the budget revenue of some localities is still limited, making it difficult to balance the local budget to ensure counterpart according to regulations. Therefore, the Government should consider and amend in the direction of reducing the counterpart rate for provinces receiving large support from the central budget to be able to balance local capital sources without losing support from the central budget.

At the same time, the Government is considering increasing investment capital for provinces receiving large budget support from the Central Government to carry out transport projects, especially in mountainous provinces.

Regarding the implementation of social policy credit, delegate Chu Thi Hong Thai agreed with the draft Resolution of the National Assembly to pay attention to arranging increased capital sources for implementing social policy credit from the central and local budgets entrusted to the Social Policy Bank, expanding the scope and beneficiaries, and raising the lending limit to implement national target programs.

"However, the National Assembly and the Government should consider reducing interest rates for some programs to support poor households in developing production," the delegate proposed.

Regarding the level of support for poor households in housing construction, delegates said that the support level of 40 million VND/household for new construction and 20 million VND/household for repairs is not enough to ensure the 3 "hard" requirements on quality after receiving support. "The Government should study and consider increasing the support level for housing construction to 70 - 80% of the value of housing that meets the criteria for poor households," delegate Chu Thi Hong Thai proposed.

Concerned about the establishment and assignment of annual public investment portfolio plans, delegate Trang A Duong (Ha Giang) proposed allowing localities to allocate and assign the total expected capital in the medium-term public investment plan, without requiring the assignment of specific project portfolio names and scales.

The assignment of career capital planning to implement the annual National Target Programs according to each field, project, and sub-project component from the Central to local levels is in accordance with the provisions of the Law on Budget Investment. However, according to delegate Trang A Duong, in reality, this is one of the most difficult points, as localities lack initiative in integrating capital sources to adjust flexible budget estimates, and are unable to use capital sources effectively.

Therefore, delegate Trang A Duong proposed that the National Assembly and the Government consider the 2024 budget. The Central Government assigns the overall capital plan for the national target program, not assigning detailed estimates for each project and capital sources for each specific project and field so that localities can proactively implement, ensuring effective use of resources, disbursement according to the plan and annual progress.
