Prioritizing livelihood development for sustainable poverty reduction

Continuing the 6th Session of the 15th National Assembly, on the morning of October 30, the National Assembly discussed the implementation of the National Assembly's Resolutions on the National Target Programs on new rural construction for the 2021-2025 period, sustainable poverty reduction for the 2021-2025 period, and socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period. The discussion session attracted the attention of many voters in Thua Thien - Hue.

Voter Le Nha Phuong (Huong Long ward, Hue city) assessed that the report of the National Assembly's Supervisory Delegation on the three national target programs fully and objectively demonstrated the achieved results, while also pointing out the limitations and obstacles in the implementation process. During the discussion, delegates proposed many practical solutions to ensure the program's objectives.

Voter Le Nha Phuong said that the implementation of national target programs in recent years has been important and has had a positive impact on people's lives. The programs have contributed to the implementation of the goals of economic and social development and poverty reduction in rural areas, especially in ethnic minority areas, remote and isolated areas, and areas with special difficulties. The programs have been implemented synchronously in many localities, contributing to the development of the socio-economic infrastructure system in rural areas, creating opportunities and conditions for the poor to access health, environmental and social security services; thereby improving the material and spiritual life of the people. However, the implementation of national target programs still faces many difficulties and obstacles, especially the mobilization of counterpart funds for implementation in some localities, especially in poor localities.

According to voter Le Nha Phuong, in order to effectively implement the national target programs, first of all, localities need to focus on synchronously deploying solutions and effectively integrating the use of capital from the three national target programs; promoting propaganda and implementing emulation movements "Building new rural areas associated with sustainable poverty reduction"; promptly rewarding organizations and individuals who do well, replicating typical models, and at the same time taking preventive measures, promptly stopping negative manifestations of waste, and strictly handling violations in the process of implementing the programs. The common point of all three national target programs is to target the poor, rural areas, and disadvantaged ethnic minorities, so localities need to focus on and prioritize solutions to develop livelihoods and increase income for people.

Voter Ho Minh Phuong, a prestigious person in Quang Nham commune, A Luoi district, commented that in recent years, the Party and the State have issued many policies and guidelines to develop the socio-economy of ethnic minorities and mountainous areas, such as supporting the construction of solid houses, supporting crops and livestock, and borrowing preferential loans to develop the economy and escape poverty. In Quang Nham commune, with the support of the State, the local government has implemented many projects and economic development models such as banana planting, cow raising, chicken raising, and pig raising, thereby helping people have a way to do business to eliminate hunger and reduce poverty; launching the movement "Clans, villages, and hamlets without poor households" to arouse the will to be self-reliant. In order to effectively implement the program of building new rural areas and sustainable poverty reduction, prestigious people and Party members need to take the lead and set an example in implementing these programs, thereby propagating to people to clearly understand their roles and responsibilities to proactively and make efforts to escape poverty; actively participate in economic development projects and movements. Voter Ho Minh Phuong proposed that the State continue to support people in building livelihood development models, vocational training for workers in difficult circumstances, and support production land for ethnic minorities.
