On August 8, Comrade Tran Luu Quang - Deputy Prime Minister, Head of the National Steering Committee against smuggling, trade fraud and counterfeit goods (National Steering Committee 389) chaired the national online conference to review the work of the first 6 months of the year and the direction and tasks for the last 6 months of 2024 of the National Steering Committee 389.

In the first 6 months of the year, the Steering Committee 389 of ministries, branches and localities strictly implemented the directives of the Government, the Prime Minister, and the National Steering Committee 389 on the fight against smuggling, trade fraud and counterfeit goods; at the same time, proactively developed plans to fight against smuggling, trade fraud and counterfeit goods, and directed functional forces to develop plans suitable to the situation of their areas, units and localities for effective implementation.
The work of exchanging, sharing information, and coordinating the fight against smuggling, trade fraud, and counterfeit goods has been highly effective. Many major violations have been detected, arrested, and handled according to the law; no hot spots of smuggling, trade fraud, and counterfeit goods have emerged, contributing to stabilizing the market and protecting the rights and interests of businesses and consumers.
In the first 6 months, the authorities detected and handled 64,185 violations, down 2.82% over the same period. Of which, 6,042 cases of trading and transporting prohibited and smuggled goods were detected and arrested; 55,133 cases of trade fraud and tax fraud; 3,010 cases of counterfeit goods and intellectual property violations. Over 6,000 billion VND was collected for the state budget, down 7.53% over the same period. 650 cases and 1,913 subjects were prosecuted. |
In Phu Tho province, in the first 6 months of the year, the Provincial Steering Committee 389 has developed and implemented a coordination regulation to inspect, control and strictly handle violations. Thereby, the work of detecting and preventing smuggling, trading in prohibited goods, and manufacturing and trading in counterfeit goods has had positive changes. Crimes and violations related to the production and trading of prohibited goods, counterfeit goods and trade fraud have been limited, and no serious violations have occurred.
Through inspection, the provincial authorities discovered and handled 761 cases, a decrease of 112 cases compared to the same period in 2023. The total amount collected to the State budget was over 15.5 billion VND. |
At the conference, delegates discussed and exchanged on the current situation, difficulties and obstacles in the fight against and prevention of activities that take advantage of e-commerce to trade in prohibited goods, smuggled goods and goods of unknown origin; lessons and experiences in the fight of functional forces; thereby proposing solutions to improve the effectiveness of the fight against smuggling, trade fraud and counterfeit goods in the coming time.
Speaking at the conference, Deputy Prime Minister Tran Luu Quang acknowledged and commended the results achieved in the fight against smuggling, trade fraud and counterfeit goods in the first 6 months of the year.

Forecasting that shopping demand will increase in the coming months, the Deputy Prime Minister and Head of the National Steering Committee 389 requested the Steering Committee 389 of ministries, branches, localities and functional forces to effectively implement solutions to prevent and combat smuggling, trade fraud and counterfeit goods, especially promoting the role of heads of agencies and units.
Strengthen coordination between agencies, sectors and levels in performing tasks and providing information. Continue to inspect and supervise, thereby detecting loopholes and errors in the implementation process; regularly rectify and promote public ethics and professional expertise of cadres and civil servants performing tasks; at the same time, promote propaganda to improve knowledge so that each citizen becomes a smart consumer.
Continue to review and adjust legal regulations that are still inadequate in the process of implementing the work of combating smuggling, trade fraud and counterfeit goods; increase the application of digital technology and information technology to deal with violations and effectively carry out tasks. In addition, it is necessary to refer to international experience to have better solutions in implementing the work of preventing and combating smuggling, trade fraud and counterfeit goods.
Speaking at the Phu Tho bridge, Vice Chairman of the Provincial People's Committee Nguyen Thanh Hai requested: Members of the Provincial Steering Committee 389 to strengthen the assessment and forecast of fluctuations in goods and market prices, especially for e-commerce business activities; strengthen inspection and supervision, promptly detect violations of counterfeit goods, fake goods, goods that do not meet registered standards, especially for products participating in the One Commune One Product Program.
Implement the commitment to coordinate between the market management force and relevant agencies; at the same time, pay attention to training, coaching, fostering, and professional expertise for functional forces to improve the effectiveness of the work against smuggling, trade fraud and counterfeit goods in the coming time.
