'Need to accept risks, delays in scientific research'

The National Assembly proposed to respect the characteristics of creative labor and accept delays in scientific research, technology and innovation.

On the afternoon of June 24, the National Assembly passed a Resolution on questioning activities at the 5th Session. One of the tasks set by the National Assembly for the Government, Prime Minister, and ministries is to remove barriers in policies and laws on economics, finance, investment, bidding, and science and technology laws in a way that is consistent with market mechanisms and respects the characteristics of creative labor.

Risks and delays in scientific research, technology and innovation need to be accepted according to international practices and standards, ensuring publicity and transparency. The government and ministries must also research and develop specific and outstanding mechanisms and policies so that science, technology and innovation can truly be strategic breakthroughs, creating breakthroughs in improving productivity, quality, efficiency and competitiveness of the economy.

Responding to questions from National Assembly deputies earlier, Minister of Science and Technology Huynh Thanh Dat said the nature of research is to find something new, which can be successful, fail, or succeed sooner or later. "All topics have risks and delays, and sometimes not all topics have results, especially in the transfer and commercialization work," the Minister said.

In the Resolution on the interpellation, the National Assembly requested to increase investment from the state budget for science and technology, ensuring 2% or more of total budget expenditure as prescribed by the Law on Science and Technology. The use of the state budget for investment in science and technology development at agencies and localities also needs to be closely inspected.

The Government, ministries and sectors must also increase support for businesses to improve their access to domestic and international technology information; complete the legal framework for the National Science and Technology Development Fund, the public-private partnership mechanism, and create a legal framework for venture capital funds, community investment funds and digital technology platforms to mobilize capital.

Policies to attract and employ talented scientists and experts at home and abroad need to be developed to enhance scientific and technological potential; form strong research groups and Chief Engineers with regional and international qualifications.

The National Assembly requested the early promulgation and implementation of a controlled testing mechanism for new, specific, and outstanding policies for highly qualified science and technology human resources; recognition and registration of new services, products, and business models. A system of innovation centers and innovative startups must be formed; and at the same time, innovative startup centers must be established in Hanoi, Da Nang, and Ho Chi Minh City in 2023.
