Although only about 2.5km long, after nearly a decade of construction, Luong Dinh Cua Street is almost completed, opening a section of traffic before Lunar New Year 2025.
Located in the east of Ho Chi Minh City, Luong Dinh Cua Street connects many key traffic routes such as Mai Chi Tho, Tran Nao... and is considered a strategic route, contributing significantly to traffic and promoting economic development in the region.
Since 2015, Luong Dinh Cua Street has been expanded to a scale of 30m, extending from Tran Nao Street to An Phu intersection with a total investment of more than 800 billion VND. However, the project has been continuously delayed, construction is sluggish and messy. In the photo is a 250m section of Luong Dinh Cua Street in early 2024, the site has not been cleared yet so construction cannot begin.
Up to now, the Traffic Construction Investment Project Management Board (Traffic Board - investor) has also set the completion time and traffic opening of a section of the project on January 20 (from Nguyen Hoang Street to Tran Nao intersection).
According to records, up to now, Luong Dinh Cua street from Cao Duc Lan street to An Tu Cong Chua street has been basically completed, traffic is smooth. Meanwhile, the section from Nguyen Hoang street to Tran Nao intersection has not been completed, and is being urgently constructed by the contractor.
In the photo, Luong Dinh Cua Street from Cao Duc Lan Street to Nguyen Hoang Street is being covered with crushed stone, the road surface is being compacted, and prepared for asphalt concrete.
Other items such as sidewalk curbing, stone paving, tree planting... are also being urgently implemented. At the construction site, there are dozens of workers working every day to ensure progress.
Many sidewalk sections are under construction and are expected to be completed in the next few days.
Ms. Nguyen Thi Hien, a resident on Luong Dinh Cua Street, said: "Life is affected, business is also affected. I just hope the road will be completed soon so that people can travel conveniently and business can also improve."
The completion date of Luong Dinh Cua Street has been set, but the remaining section, from Nguyen Hoang Street to An Phu intersection (600m long), is still at a standstill. This is a section of the road that is facing difficulties in procedures, stuck with 22,000m² of land belonging to the An Phu Development Urban Area project, invested by Thu Thiem Real Estate Joint Stock Company. This area involves 64 households that need to be cleared, but there is no consensus on responsibilities between the parties.
In addition, this 22,000m² area is in a state of "project overlapping project" with the construction of An Phu intersection. For many years, the road has not been cleared of difficulties and obstacles for construction and expansion, so traffic congestion and jams have continuously occurred.
The Ho Chi Minh City Department of Natural Resources and Environment has proposed that the Ho Chi Minh City People's Committee submit to the Prime Minister an adjustment to reduce the land area by 22,000m². The Traffic Department will be assigned to add about 10,054m² to the compensation plan of the An Phu intersection project; Thu Thiem Real Estate Joint Stock Company and related units must repay the compensation cost and continue to complete the technical infrastructure as required. With the remaining area, Thu Duc City People's Committee will review and renovate to develop residential areas, create favorable conditions for construction and improve the quality of life of local residents.
