Proposal to limit vehicles through the most complicated intersection in Ho Chi Minh City for 5 months

Chairman of the Ho Chi Minh City People's Committee Phan Van Mai requested units to organize traffic smoothly during the process of occupying the intersection in the construction area of ​​An Phu intersection, to avoid inconvenience for people when traveling.

On the afternoon of April 12, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai and a delegation of leaders of departments and branches inspected two key projects at the eastern gateway of Ho Chi Minh City: Upgrading and renovating Luong Dinh Cua Street and building a new An Phu intersection.

The two projects are expected to be completed and put into operation synchronously and smoothly on the anniversary date of April 30, 2025.

In particular, the project to renovate and upgrade Luong Dinh Cua Street is still stuck with land clearance for 2 households and local boundary adjustment. These tasks are expected to be completed by the end of April this year at the latest.

The biggest problem of the project is from Nguyen Hoang Street to Mai Chi Tho Street - an area equivalent to 22,000m2, 64 households are affected and there is no plan to implement compensation work.

"If there is a construction site for Luong Dinh Cua Street, it is expected that the contractor will take 4 months to complete the overpass project," reported Mr. Luong Minh Phuc, Director of the Management Board of Investment and Construction of Traffic Works in Ho Chi Minh City (Traffic Board).

Regarding this issue, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai suggested that the investor coordinate with the Thu Duc City People's Committee to focus on research in the direction of reducing the project boundary. The locality needs to approach many methods of site clearance to resolve legal issues. From now until April 30, Thu Duc City needs to hand over the remaining households to the investor.

"The investor needs to study the construction plan to ensure the synchronous exploitation of Luong Dinh Cua Street with An Phu intersection, fully promoting the effectiveness of the project," Chairman Phan Van Mai noted.

Regarding the project to build a new intersection at An Phu, Mr. Luong Minh Phuc said the biggest problem is traffic flow during construction. Currently, this intersection has a dense and very complicated traffic flow.

Mr. Phuc said that in order, the contractor must construct each tunnel segment one by one, then restore the site and continue constructing the piers above. If these stages are constructed in turn, the time will be longer.

However, after the preliminary meeting, we proposed a bolder solution to significantly shorten the project construction time and avoid prolonged inconvenience to the people, which is to locally restrict the intersection and avoid traffic from now until September.

It is estimated that every day, An Phu intersection has about 20,000 container trucks passing through. The traffic department has calculated the solution of separating motorbikes and traffic from a distance, combined with the construction gradually encroaching on the intersection.

Therefore, the City Department of Transport, City Traffic Police and the consulting unit have studied a plan to synchronously construct that area with the condition of occupying the entire local intersection area.

At the same time, authorities will organize traffic flow to keep the road clear, but vehicles will have to take a longer detour.

"To apply this plan, the consulting unit and the Department of Transport are inspecting and evaluating the field on the model. Thus, the construction of underpass 1 and two overpasses N3 and N4 will shorten the progress by 3-4 months," said Mr. Luong Minh Phuc, hoping that people passing through An Phu intersection will share the inconvenience during the current phase of the project that needs to speed up progress.

Currently, at the An Phu intersection construction site, there are hundreds of workers working every day with two main shifts, from 6am to 6pm, and the second shift from 6pm to 6am the next morning.

An Phu intersection has a scale of 3 floors, the road section has 10-12 lanes, the tunnel section has 4 lanes for two-way traffic, the overpasses have 2 lanes for each branch, there is a two-way tunnel connecting Ho Chi Minh City - Long Thanh - Dau Giay expressway with Mai Chi Tho road (Thu Thiem tunnel side), extending through Mai Chi Tho - Dong Van Cong intersection. Currently, the project has reached about 40% of the total volume.

Once completed, the project is expected to reduce traffic congestion at the starting point of the Ho Chi Minh City - Long Thanh - Dau Giay expressway and the route to Cat Lai port.

According to the HCM City Traffic Construction Investment Management Board, the project is currently implementing 4 main packages: Ba Dat Bridge, Giong Ong To Bridge and 2 underpasses on Mai Chi Tho Street. The project is expected to be completed on April 30, 2025.
