1. Latest cases of speed limit signs

According to Clauses 1, 2 and 3, Article 10 of Circular 31/2019/TT-BGTVT, regulations on placing speed limit signs are as follows:

- The placement of speed limit signs must comply with the provisions of the law on road signs and must be based on the actual conditions of the route, road section in terms of road traffic infrastructure, traffic volume, vehicle types and time of day.

For new construction investment projects or road upgrading and renovation projects, speed limit signs must be fully installed before the project is put into use. For sections and roads currently in operation under their management, road management agencies must proactively and promptly install road signs according to regulations.

- On the branch roads leading to and from the highway, when placing speed limit signs, the speed value written on the sign must not be less than 50 km/h.

- The competent authority specified in Clause 4, Article 10 of Circular 31/2019/TT-BGTVT (amended in Circular 06/2023/TT-BGTVT) (Section 2) decides to place traffic signs in the following cases:

- For dual carriageways, place separate speed limit signs for each direction of the road;

- Place speed limit signs for a period of time during the day (sub-signs, electronic signs);

- Place separate speed limit signs for vehicles with high risk of traffic safety;

- Place speed limit signs with values ​​greater than 60 km/h (for roads in densely populated areas), greater than 90 km/h (for roads outside densely populated areas) for routes with design speeds greater than the maximum speeds specified in Articles 6 and 7 of Circular 31/2019/TT-BGTVT, but must ensure traffic safety.

2. The competent authority decides to place speed limit signs.

According to Clause 4, Article 10 of Circular 31/2019/TT-BGTVT (amended in Circular 06/2023/TT-BGTVT), the competent authority decides to place signs in the cases specified in Section 1, including:

- Ministry of Transport for highways;

- Vietnam Road Administration for national highway systems and other roads under the management of the Ministry of Transport (except expressways);

- People's Committees of provinces and centrally-run cities for provincial, district, communal, urban and specialized road systems under their management.

3. Cases where speed must be reduced

According to Article 5 of Circular 31/2019/TT-BGTVT, drivers of vehicles participating in road traffic must reduce speed to be able to stop safely in the following cases:

- There are warning signs of danger or obstacles on the road;

- Changing direction of vehicle or limited visibility;

- Through level crossings; level crossings with railways; roundabouts; roads with winding terrain, steep passes; road sections with narrow, uneven surfaces;

- Crossing narrow bridges and culverts; passing through spillways, tunnels, underpasses; when going uphill or downhill;

- Through areas with schools, hospitals, bus stations, public works with large concentrations of people; densely populated areas, factories, offices located along the road; areas under construction on roads; traffic accident scenes;

- When there are pedestrians or wheelchairs of disabled people crossing the road;

- There are animals walking on the road or grazing close to the road;

- Avoid vehicles going in the opposite direction or when allowing vehicles behind to overtake; when there is a turn signal or emergency signal from the vehicle in front;

- Approaching a bus stop or parking lot where passengers are getting on or off the bus;

- Encountering priority vehicles on duty; encountering oversized vehicles, overweight vehicles, vehicles carrying dangerous goods; encountering pedestrians;

- Rain; fog, smoke, dust; slippery, muddy road surface, lots of rocks, soil, and scattered materials;

- When driving a vehicle through a vehicle weight control station, traffic police station, or payment transaction station for vehicles using the road.
