
The dispatch stated that, according to the forecast of the National Center for Hydro-Meteorological Forecasting, from the night of August 11 to August 15, there is a possibility of heavy rain in the North with total rainfall of 100 - 250 mm, in some places over 400 mm. Due to the recent continuous heavy rain, the soil is saturated with water, the water level in rivers and streams is at a high level, so there is a high possibility of floods, especially a very high risk of flash floods, landslides in mountainous areas, midlands and steep slopes, deep flooding in low-lying areas, depressions, and urban areas.
To proactively respond to heavy rains, floods, landslides, flash floods that may occur in Lao Cai province, the Chairman of the Provincial People's Committee requests:
Provincial departments, branches and sectors; members of the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue; Chairmen of the People's Committees of districts, towns and cities must not be negligent or subjective, and at the same time thoroughly grasp and strictly implement the direction of the Chairman of the Provincial People's Committee in documents, plans and schemes issued since the beginning of the year... with the most urgent, drastic, timely and effective spirit, not to be passive or surprised in responding to natural disasters, especially the risk of floods, landslides, rockfalls, flash floods and flash floods to ensure absolute safety of life and limit damage to property of the People and the State.
Chairmen of People's Committees of districts, towns and cities are responsible for: Closely monitoring weather forecasts, natural disasters and floods in the area; directing and implementing timely and effective response work according to the "four on-site" motto, paying special attention to communication work, increasing the time on mass media to ensure that all people (especially people in remote areas, ethnic minorities) are informed about the risks of floods, landslides and flash floods.
Review and add forces to guard, control, guide, and support traffic safety through culverts, landslide areas or areas at risk of landslides, deeply flooded areas, and areas with strong currents. Resolutely do not allow people and vehicles to pass through if safety is not ensured.
Organize a thorough review of residential areas, promptly detect areas at risk of insecurity, especially areas at risk of landslides, flash floods, flash floods, and deep flooding; proactively arrange forces and means to resolutely evacuate people from dangerous areas at risk of landslides, flash floods, and flash floods to ensure the safety of people's lives and property.

Arrange forces, vehicles, food, and necessities in vulnerable areas at risk of being isolated due to heavy rain, floods, landslides, and inundation to promptly carry out rescue work, and support people when situations arise.
Proactively mobilize means, forces, budget and local resources to immediately deploy disaster recovery work.
Organize a 24/7 on-duty team; properly implement the reporting regime on natural disaster developments and damage (before 7:00 and 14:00 every day), and promptly report by phone to the Standing Office of the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue to synthesize and report to the Provincial People's Committee for timely direction.
The Department of Agriculture and Rural Development (the standing agency for natural disaster prevention and control) directs its affiliated agencies to coordinate with relevant agencies and units, and the District People's Committee to review plans to ensure dam safety, plans to prevent flash floods, landslides, etc. to be ready to respond to all rain and flood situations; protect agricultural production. Urge the district level to be ready to organize evacuation and move people living in dangerous areas, areas at risk of landslides, flash floods, and landslides to safe places.
The Provincial Hydrometeorological Station closely monitors the weather situation, promptly issues forecasts and warnings, and provides information to the Department of Information and Communications, Lao Cai Newspaper, Provincial Radio and Television Station, and the Standing Office of the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue to provide timely information to serve the advisory and direction work.
Propose that the Vietnam Fatherland Front Committee and socio-political organizations of the province direct member organizations to actively and proactively coordinate with relevant units and authorities at all levels to conduct propaganda and mobilize to raise awareness and responsibility of the whole society for disaster prevention, control and search and rescue.

The transport sector is highly focused on directing and synchronously implementing measures to respond to heavy rain.
