On July 23, localities and units in the province are proactively and actively preventing, combating and overcoming the effects of storm No. 2.

* Hung Ha: Proactively draining floodwaters for seasonal rice and vegetables

Currently, Hung Ha district has over 10,300 hectares of newly planted winter-spring rice, 1,920 hectares of summer crops, of which 1,720 hectares have been harvested, including 620 hectares of melons, 350 hectares of corn, and 750 hectares of various vegetables. As of the morning of July 23, Hung Ha district has over 650 hectares of winter-spring rice and some vegetable areas affected by flooding due to heavy rain.

To proactively drain water for rice and vegetables, the Steering Committee for Flood and Storm Prevention and Control of Hung Ha district has directed 3 pumping stations to drain water, including Ha Thanh, Tinh Xuyen, Minh Tan and pumping stations of localities to urgently pump and drain water; Hung Ha Irrigation Works Exploitation Enterprise, Agricultural Service Cooperatives of communes and towns to release water flow, thoroughly drain water in the system, and quickly overcome the consequences after the storm. Agricultural Service Cooperatives of communes and towns conduct inspections of flooded rice and vegetable areas; take measures to drain water in low-lying areas and retain water in high-lying areas.

Hung Ha District People's Committee requested communes and towns to focus on mobilizing forces to release water flow on main rivers, especially in inland areas, clear ditches, dig drainage ditches to prevent local flooding in low-lying areas.

According to forecasts, in the coming days, the district will continue to have heavy and prolonged rains. Localities need to be proactive in preventing and fighting flooding to protect rice and vegetables.

* Dong Hung: Preventing and controlling waterlogging for rice and vegetables

On the morning of July 23, leaders of Dong Hung district inspected the work of preventing and controlling flooding for rice and vegetables, the work of monitoring water points, and key embankments in the area.

Up to now, Dong Hung has planted over 11,000 hectares of winter-spring rice, reaching 100% of the plan; the harvested summer crop area is 1,250/1,400 hectares; the planted summer-autumn crop area is 800/1,000 hectares. The rice is growing well, but due to the impact of moderate and heavy rain, the whole district has about 10 hectares of rice that are locally flooded.

To prevent rice from being flooded, according to the district's direction, from 4:00 p.m. on July 17 to 1:00 p.m. on July 20, 2024, the district's Irrigation Works Exploitation Enterprise proactively operated two pumping stations to drain water in the Hau Thuong and Cong Lap areas. Therefore, the Hau Thuong and Cong Lap flooded areas currently have no more flooded rice fields.

Focusing on overcoming the impact of storm No. 2, the district directed localities and units to urgently organize the dredging of the flow; proactively inspect and test-run anti-flooding pumping stations to be ready to pump out water if a bad situation occurs. Strengthen inspection, detect and promptly handle developments and damage to dykes, embankments, and culverts, especially key weak points of dykes, and immediately consolidate and repair them to ensure safety during the rainy and flood season. Clear material and goods dumps on river banks that obstruct flood drainage. Closely monitor developments of heavy rains, alert water levels on rivers to have timely drainage plans to protect rice and crops. With previously flooded rice areas, propagate and mobilize farmers to prune and increase care for rice growth.

* Quynh Phu: Inspect and direct flood control to protect agricultural production; ensure safety of fish cages

Quynh Phu district currently has nearly 11,000 hectares of newly planted rice and over 1,500 hectares of vegetables. Due to the impact of storm No. 2, on July 22-23, the district experienced heavy rain, with an average rainfall of about 70mm. The prolonged rain affected nearly 100 hectares of newly planted rice in low-lying areas and affected the growth and development of vegetables.

To proactively prevent and combat flooding for rice and vegetables, on July 23, leaders of Quynh Phu district inspected the rice drainage work in the communes of Quynh Minh, An Quy and Dong Tien; inspected the operation of drainage at Cao Noi pumping station, An Cau commune and some key locations of dykes, embankments and culverts in the district. Through the inspection, leaders of Quynh Phu district requested the district Irrigation Works Exploitation Enterprise and localities to proactively operate the drainage pumping stations, mobilizing all pumping equipment to prevent flooding for newly planted rice areas. Organize to clear the flow to facilitate rapid drainage. After drainage, the district Department of Agriculture and Rural Development recommended that farmers take measures to care for vegetables, ensuring good growth and development. For dykes, embankments and culverts, especially key locations, officers of the district Dike Management Department and localities regularly inspect and have timely response plans.

* In Quynh Phu district, there are 200 fish cages on the river, concentrated in 3 communes: Quynh Ngoc, Quynh Hoa, Quynh Hoang. To cope with storm No. 2 causing heavy rain, the water level of Luoc and Hoa rivers rose high and flowed rapidly, Quynh Phu district directed specialized agencies and localities with fish cage farming areas to inspect and guide people to implement measures to ensure safety for fish farming areas on the river when the weather turns bad.

In particular, move the cages to a position near the shore to avoid being swept away when the water flows fast. Regularly check, repair, clean and disinfect cages to ensure water circulation and a clean environment; reinforce the mooring system, cage buoys, and connecting points to make them firm, especially the nets around the cage, the bottom of the cage, and the cage surface net to have timely handling measures. Pay attention to monitoring water levels and weather to proactively take measures to ensure safety for the fish cage farming area on the river.

* Farmer Vu Thu: Implementing measures to care for and protect winter-spring rice

Farmers in Vu Thu district have completed planting over 7,500 hectares of winter-spring rice. Up to now, the rice is in the rooting and greening stage. Due to heavy and erratic rains, some areas of winter-spring rice are flooded and the roots are suffocated.

Units and localities direct farmers to drain water from the fields and urgently apply top dressing, finishing the first fertilization of rice before July 26. Instruct farmers to use lime powder combined with a type of foliar fertilizer to fertilize and treat rice areas with roots clogged by waterlogging. For severely damaged rice areas, farmers are advised to destroy them, urgently prepare the soil, and replant immediately in July, using rice varieties with a growing period of less than 110 days such as Dai Thom 8, TBR 279, TBR 97. Through field inspection, fall armyworms and some leaf-eating worms that mainly damage broadcast rice are detected; when the worm density is 10 worms/m2 or more, farmers need to immediately spray with systemic insecticides combined with biological insecticides.

In addition, farmers are encouraged to use manual measures to eradicate and remove golden apple snails, rats, weeds, and weedy rice, to protect rice plants and contribute to environmental protection.

* Thai Thuy: 70 hectares of winter-spring rice were flooded

Currently, Thai Thuy farmers have planted more than 12,000 hectares of winter-spring rice. However, due to the impact of storm No. 2, moderate rain has affected part of the sown rice area in the district. According to preliminary statistics from the district's Department of Agriculture and Rural Development, about 70 hectares of winter-spring rice in the sown areas in the communes of Tan Hoc, Thai Thinh, My Loc... have been partially flooded.

The Steering Committee for Flood and Storm Prevention and Control of Thai Thuy district directed localities and units to actively and proactively drain water, prepare plans to prevent flooding to protect rice, crops in low-lying areas, aquaculture ponds, and prevent overflow at low dykes; close irrigation sluices, open drainage sluices, thoroughly drain water in the system, drain surface water in fields to minimize possible damage; check the operation of pumping stations to be ready to pump and drain water caused by heavy rain; check congestion points due to the construction of coastal roads, N2 canal project, district roads, etc., direct the implementation of clearing congestion; organize 24/7 on-call, prepare forces, materials, and means to respond when bad situations occur.

* Operate 16 drainage pumping stations

Due to the influence of storm No. 2 weakening into a tropical depression, from the night of July 22 to 4 p.m. on July 23, widespread heavy rain occurred in the province, with rainfall of over 60mm, and in some places over 100mm. Heavy rain caused localized flooding of some newly planted rice fields in low-lying areas.

According to a quick report from the Irrigation Sub-Department (Department of Agriculture and Rural Development), as of 3:00 p.m. on July 23, the two Irrigation Works Exploitation LLCs of Bac and Nam Thai Binh were operating 16 pumping stations (Bac Thai Binh Irrigation Works Exploitation LLC operated 6 pumping stations; Nam Thai Binh Irrigation Works Exploitation LLC operated 10 pumping stations) including: Tinh Xuyen, Minh Tan, Ha Thanh (Hung Ha); Quynh Hoa, Dai Nam, Cao Noi (Quynh Phu); An Quoc, Lich Bai, Tra Giang, Vu Quy (Kien Xuong); Sa Lung, Hiep Trung (Thai Binh city); Tan Phuc Binh, Phu Sa, Nguyen Tien Doai, Nguyet Lang (Vu Thu). The two companies also assigned staff and workers to be on duty at the sluices, opening the sluices to the maximum to urgently drain the water. At the same time, agricultural service cooperatives used electric pumps and field oil pumps to locally drain the floodwaters for the winter-spring rice crop.

The agricultural sector is compiling the rice and vegetable areas affected by heavy rains. Localities with damaged rice areas are directing farmers to proactively sow hard-ground seedlings, tray seedlings, and purchase spare seedlings from other places to prepare conditions for replanting areas with more than 70% of plants damaged. At the same time, additional on-site planting is being done for affected areas.

* Organizing the clearing of 110kV power grid corridors

To prevent electrical accidents during the rainy season due to the impact of storm No. 2, on July 22-23, the High Voltage Power Grid Operation Management Team of Thai Binh Power Company deployed 3 teams with 15 workers to clear the power grid corridor.

The teams mobilized human resources, equipment, safety tools, and labor tools such as tree cutting knives, chainsaws, sickles, and insulated poles to organize the cutting and pruning of tree branches at the listed locations. As a result, the team cleared 4km of the power grid corridor, ensuring the required safety distance.

In addition, the Team will strengthen the inspection of the power line to detect abnormalities at contact points, joints, and discharge phenomena that affect the safety of the power line. Check the drainage system at 110kV transformer stations, prepare sufficient spare materials and equipment, establish a shock team and be ready to fix problems caused by storms.
