Vietnamese Pangasius Receives Good News from the US Market

The preliminary anti-dumping tax rate on pangasius imported into the US has just been announced to be lower than the same period last year. The two defendant enterprises are required to have tax rates of 0 USD and 0.14 USD/kg, respectively.

On September 12, the Vietnam Association of Seafood Exporters and Producers (VASEP) informed that the US Federal Register has just announced the preliminary results of the 19th anti-dumping tax administrative review (POR19) on frozen pangasius fillets from Vietnam entering the US market from August 1, 2021 to July 31, 2022.

Accordingly, the two mandatory defendants, Vinh Hoan Joint Stock Company (commonly known as "catfish queen") and Can Tho Seafood Import-Export Joint Stock Company (Caseamex), have tax rates of 0 USD and 0.14 USD/kg, respectively.

Other voluntary defendants are IDI Multinational Investment and Development Joint Stock Company, Cafatex Seafood Joint Stock Company, Loc Kim Chi Seafood Joint Stock Company and Hung Vuong Joint Stock Company with the same tax rate of 0.14 USD/kg.

According to VASEP, the preliminary tax rate of POR19 decreased compared to the final result of the previous review period.

As of August 15, Vietnam’s pangasius exports to the US reached 169 million USD, down 59% compared to the same period last year. According to businesses, the US is the leading consumer market for Vietnamese pangasius and is also one of the markets that has recorded a sharp decline since the beginning of the year.

However, VASEP believes that the demand for seafood in general and pangasius in particular is gradually warming up. For pangasius, the results of the US inspection will help create a positive sentiment for export enterprises in the coming time.

Anti-dumping tax is a major trade barrier when exporting pangasius to the US. However, the US is still the leading market for Vietnamese pangasius in particular and seafood in general.

According to VASEP, in 2022, Vietnam's seafood exports to the US will reach a record 2.15 billion USD, an increase of 80% compared to 10 years ago, before the time Vietnam and the US established a comprehensive partnership in 2013.

Major seafood exports to the US have seen a breakthrough increase in sales after 10 years.

Specifically, shrimp exports increased by 77% from 454 million USD to 807 million USD, of which shrimp exports peaked at over 1 billion USD in 2021; pangasius increased by 50% from 359 million USD to 537 million USD; tuna doubled from 244 million USD to 489 million USD.

These three industries account for over 80% of seafood exports to the US.
