On the evening of June 2, the Party Committee, Government, army and people of Quang Binh province solemnly held the ceremony to celebrate the 420th anniversary of the establishment of Quang Binh province (1604-2024), the 75th anniversary of Quang Binh uprising (July 15, 1949 - July 15, 2024) and the 35th anniversary of the re-establishment of the province (July 1, 1989 - July 1, 2024) with a vibrant atmosphere, determined to continue to inherit the precious traditions of the homeland, building a rich and civilized Quang Binh.
On behalf of the Party and State leaders, Politburo member and Prime Minister Pham Minh Chinh attended and delivered a speech at the ceremony. Also attending the event were: Comrade Phan Dinh Trac, Politburo member, Secretary of the Party Central Committee, Head of the Central Internal Affairs Commission; leaders of central and local ministries and branches; representatives of many provinces and cities across the country; leaders of Khammouane, Savannakhet, Champasak provinces (Lao People's Democratic Republic); leaders of Yamanashi province (Japan), along with thousands of officials and people of Quang Binh province...

The commemorative speech presented by Comrade Vu Dai Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Quang Binh Province, stated that Quang Binh is a land that has been formed for a long time. During the time of the Hung Kings' founding of the country, the land of Quang Binh was present in the administrative structure of the Van Lang State with the name "Bo Viet Thuong". In 1604, after deciding to choose the land of Quang Binh to start the career of opening up the South, Lord Tien Nguyen Hoang unified the administrative units under his authority and officially changed the name of Tien Binh prefecture to Quang Binh prefecture to express his desire for a "great peace". Since then, the name "Quang Binh" has officially entered history and exists deeply in the minds of generations of Quang Binh residents to this day.
The past 420 years have been a time of connecting, converging and cultivating the historical and cultural values of the land and people of Quang Binh. This is a land of culture, with many villages of scholars and famous cultures, passed down from generation to generation; it is one of the cradles that attracts, trains and produces, nurtures many famous people, heroes, and brave and intelligent people who bring glory to their homeland and country, such as Le Thanh Hau Nguyen Huu Canh, who contributed to opening up the South; General Vo Nguyen Giap, Commander-in-Chief of the Vietnam People's Army, an outstanding military talent, an excellent and close student of President Ho Chi Minh...
The rich history and culture passed down through thousands of years of history have shaped the traditional values of the land and people of Quang Binh. In particular, the tradition of patriotism and revolution is like a continuous stream, a source that nurtures the will, determination, courage and aspiration to rise up of the land and people of Quang Binh in the face of many difficulties and challenges. Since the Communist Party of Vietnam was born and directly led the revolution, the land of Quang Binh has continued its historical journey to write new pages of history.
Over 420 years of formation and development, despite facing countless difficulties and challenges, in any period, the land and people of Quang Binh have always demonstrated their resilience and strong desire to rise up. Each step of development of Quang Binh today and tomorrow will carry within it the ancient spirit of our ancestors and the identity, culture and tradition so that the Party Committee, government, army and people of Quang Binh can be confident and determined on the path of innovation, integration and development.

The Prime Minister said that throughout the history of building and defending the country of our people, despite many changes in boundaries and names, Quang Binh has always been a land of "spiritual land and talented people", with an important strategic position in the country, a key town of many feudal dynasties, a place that witnessed many ups and downs of history, endured many pains of division and initiated the process of expanding the territory to the South of Vietnam.
Quang Binh is also the place where many great cultures of our nation converge, such as Viet - Cham culture, Dang Trong - Dang Ngoai culture, Thang Long - Phu Xuan culture, Dong Son and Sa Huynh cultures. Thanks to that, this place has formed and preserved many unique, rich and diverse cultural and historical values.
Those geographical factors, historical and cultural circumstances have fostered in generations of Quang Binh people noble and precious qualities, kindness, humanity, simplicity, gentleness, intelligence, creativity, full of ardent patriotism, courage, indomitability, solidarity, attachment, overcoming natural disasters, enemies and all difficulties and challenges. We are proud that Quang Binh is a land of culture, talented people, the homeland of many famous mandarins, talented generals, including the eldest brother of the heroic Vietnam People's Army - General Commander-in-Chief Vo Nguyen Giap.
The qualities and values of the people of Quang Binh have always been demonstrated throughout the history of formation and development. Together with the whole country in the two resistance wars against French colonialism and American invasion; the Party Committee, government, army and people of Quang Binh have highly promoted the tradition of patriotism and revolutionary heroism, overcoming all difficulties and hardships, and achieving resounding victories.
The "Quang Binh Uprising" climax took place on July 15, 1949 with simultaneous attacks on the enemy by military, political, and economic means, creating a new position and force, shifting from the period of "active resistance" to the period of "general counterattack", contributing to the whole country's defeat of French colonialism.
During the resistance war against the US, Quang Binh was the front line of the North and the direct rear of the South. Despite many difficulties, hardships, sacrifices and losses, the Party Committee, army and people of Quang Binh always maintained their determination to fight, to defeat and to defeat the invaders. It was also from the fiery land of Quang Binh that the slogans "Aim straight at the enemy and shoot", "Don't spare your car until it passes your house", "Don't spare your blood and bones until the road is cleared" were born - clearly demonstrating the brave, resilient and indomitable spirit of the army and people of Quang Binh. Place names such as Cong Troi, Khe Gat, Tam Co cave, Xuan Son ferry, Long Dai, Quan Hau, Thach Ban intersection... and people such as Me Suot, Ngu Thuy artillery company, Duc Ninh militia team... have gone down in history, becoming symbols of revolutionary heroism, marking the great contributions of the army and people of Quang Binh to the cause of national liberation and national reunification.
Not only heroic in combat, Quang Binh is also the place that created many forms of emulation, especially the "Gio Dai Phong" movement (competition in agriculture), the "Hai gioi" emulation movement (good at fighting, good at producing), representing the revolutionary movement of the masses, creating motivation to complete the task of being the rear for the southern front.
Promoting historical and revolutionary traditions, effectively exploiting all potentials and strengths, the Party Committee, government, army and people of Quang Binh are always united, creative, overcoming all difficulties and challenges, striving, proposing and effectively implementing breakthrough orientations and strategies, turning Quang Binh from a poor province into a fairly comprehensively developed province, increasingly rich and beautiful.
According to the Prime Minister, after nearly 50 years of national reunification, especially the 35-year period of re-establishment of the province - a short period in the 420-year history of Quang Binh - but that was a period of achieving many great results, especially important achievements, meaningful to the development of the province. Quang Binh is increasingly affirming its important role and position, contributing more to the development of the country, demonstrated through impressive figures in many fields.
The economy has grown continuously at a high rate, with an average of 7.9% per year in the period 1991-2023. In 2023, compared to 1990, the economic scale has made a leap forward, 180 times larger, ranking 25/63 nationwide; total social investment capital is 656 times larger. The economic structure has shifted towards industrialization, modernization, and increased added value. The industrial, construction, and service sectors play a key role. Tourism has become a spearhead industry, affirming its position domestically and internationally. Marine economy, green energy, renewable energy, sustainable development associated with ecological environmental protection are strongly promoted, creating momentum for new development. Quang Binh is increasingly attractive, attracting domestic and foreign investors to research and implement large projects.
Party building and political system building have been given attention. The leadership capacity of Party organizations, cadres, Party members and the effectiveness and efficiency of the government apparatus have been improved. The great national unity bloc in the province has been constantly consolidated and strengthened.
Acknowledging and appreciating the great contributions of the army and people of Quang Binh to the Party's revolutionary cause and the struggle for national independence and reunification; warmly congratulating and praising the impressive and comprehensive achievements of Quang Binh in the renovation period, the Prime Minister said that Quang Binh has a great opportunity to develop rapidly to become a fairly developed province in the Central region with a focus on developing services, tourism; clean industry, renewable energy, processing, manufacturing; high-tech, ecological, responsible and sustainable agriculture.
The Prime Minister requested the Party Committee, government, army and people of Quang Binh province to continue to promote the spirit of solidarity, self-reliance, self-improvement, and rise from the hands, minds, land, sky and sea, using endogenous strength to achieve the set goals and tasks, especially ensuring national defense and security; maintaining social order and safety and promoting foreign affairs.
Quang Binh needs to further promote its unique potentials, outstanding opportunities, competitive advantages, especially the cultural, historical and human values of Quang Binh; the good values of the "Gio Dai Phong" movement, the "Hai Gioi" movement, the spirit of "Quang Binh uprising" - considering these as the core, unique identity and a great resource for Quang Binh to develop prosperously and sustainably.
In particular, focus on building mechanisms and policies to create breakthroughs in developing Quang Binh into a center of nature discovery tourism, an attractive and distinctive destination of world stature, promoting the advantages of the "Kingdom of Caves" with a system of more than 500 caves, including Son Doong Cave and En Cave, "unique" in the world; so that tourism can truly be a spearhead industry, a breakthrough in socio-economic development, associated with community interests, and sustainable development.
The province needs to identify human resource development, science and technology and innovation as an objective necessity, an endless resource, the most important driving force to promote strong growth, create breakthroughs in productivity, quality, efficiency and competitiveness, and the shortest and most effective path to achieve the goal of rapid and sustainable development.
The Head of Government requested the province to promote three strategic breakthroughs, focusing on developing the transport infrastructure system, creating new development space, new potential, new values, enhancing competitiveness, promoting socio-economic development; forming new urban areas, industrial parks, services, and tourism, promoting investment attraction, trade, tourism, creating more livelihoods and improving people's lives.
Promote digital transformation, green transformation; develop circular economy, knowledge economy, sharing economy, energy, artificial intelligence, semiconductors and emerging industries and fields. Promote advantages of seaports, airports, international border gates to make Quang Binh an important trading hub in the Central region.
Along with that, the province must focus on ensuring social security, constantly improving the spiritual and material life of the people; focusing on developing and perfecting the economic and social infrastructure of transportation, education, health, culture, society... Doing better in resource management, natural disaster prevention, climate change response; preserving and protecting the environment and nature, ensuring a clean, safe, civilized and modern living environment. Quang Binh is blessed by nature with beautiful landscapes, caves, blue sea, white sand, golden sunshine, green forests - these are valuable assets that need to be cherished, preserved and promoted for future generations.
The Prime Minister noted that the province should step up the fight against corruption and negativity; pay more attention to the work of building a clean and strong Party and political system; continue to perfect the government apparatus to be streamlined, effective, efficient, for the people, close to the people, and respect the people, in conjunction with improving the capacity and qualities of leaders, managers, and cadres, civil servants, and public employees.
It is believed that, with a history of 420 years, the spirit of uprising, the value of the "Two Good" movement and the achievements of 35 years of re-establishing the province, Quang Binh is having bright development opportunities. The land of "Chang Chang sand dunes in the midday sun of Quang Binh" despite difficulties and hardships is brave, resilient, indomitable in war and will continue to rise up to develop strongly, contributing more to the cause of building and defending the Fatherland, with the spirit of "The whole country for Quang Binh, Quang Binh for the whole country".
The final program of the Anniversary Ceremony is the special art program "Quang Binh - Journey of Development Aspiration", including 4 chapters: Prehistoric times; Quang Binh - Name and rise; Epic - Quang Binh bears the footprints of Man; Quang Binh straight to the future.
The program ended with a light show using a high-tech laser projector system and 1,000 drones creating a stage performance effect, creating the most beautiful typical image of Quang Binh.
