The program of visiting and distributing cash to people affected by drought and saltwater intrusion in Ca Mau this time is part of the project "Strengthening capacity and scaling up early action implementation with connection to the social protection system", organized by the Department of Dyke Management and Disaster Prevention (under the Ministry of Agriculture and Rural Development) in coordination with the FAO.

This is also a practical and timely action of the Ministry of Agriculture to implement the direction of the Prime Minister in Directive No. 11 (dated April 1, 2014) on strengthening the implementation of measures to prevent and combat heat waves, drought, water shortages, and saltwater intrusion.
Cash support for people is divided into 2 phases, in April and May 2024, with a total cost of more than 5.4 billion VND. Accordingly, the benefit level for a household with 1 person is 1 million VND; a household with 2 people is 2 million VND; a household with 3 people or more is 3 million VND per phase.
In addition to providing cash to disadvantaged households to improve their resilience and reduce the impact of drought and saltwater intrusion, the program will also promote public awareness of water conservation in daily life and production.
According to Mr. Nguyen Hoang Hiep, Deputy Minister of Agriculture and Rural Development, after assessing the actual situation in Ca Mau province, the co-organizing units decided to activate early action to provide the first phase of support to disadvantaged households in 4 communes of Ca Mau province, including: Khanh An, Khanh Thuan (U Minh district); Khanh Hung (Tran Van Thoi district) and Bien Bach commune of Thoi Binh district).
According to statistics, in the 2024 dry season, the entire Mekong Delta region will have about 50,000 scattered rural households affected by lack of domestic water, of which about 4,000 households in Ca Mau province will be affected.
