BRICS is a large emerging market with significant economic capacity, said Ms. Rousseff.
More than 30 countries have expressed interest in joining the bloc, including Thailand, Malaysia, Türkiye and Azerbaijan.
The head of NDB emphasized that the establishment of this financial institution and the signing of the BRICS Contingent Reserve Agreement (CRA) are necessary for developing countries to have appropriate financial mechanisms and tools.
NDB aims to ensure investment in various areas such as infrastructure, social, scientific and health.
The Bank also acts as a platform for international cooperation, strengthening the group's countries' position on the international stage and representing their interests.
Since its inception, NDB has invested approximately $35 billion in various sectors and played an important role in improving global economic governance.

Last month, Türkiye announced that it had applied to join BRICS.
If admitted, Ankara would become the first NATO member to join the bloc seen as a counterweight to Western powers.
“The Turkish government continues to strengthen ties with countries that are not members of the Western alliance, in line with the strategic autonomy that Turkey is pursuing,” said Sinan Ulgen, an expert at the Carnegie Europe think tank.
According to him, part of Ankara's decision to join BRICS also has economic purposes because this step is expected to create a positive impact on bilateral economic relations.
President Erdogan is in Russia to attend the BRICS Summit, taking place from October 22-24 in the city of Kazan, at the invitation of his Russian counterpart Vladimir Putin.
