On February 6, the Minister of Health issued Decision No. 295 announcing newly issued and abolished administrative procedures within the scope and management functions of the Ministry, including the procedures "Issuing health certificates for drivers", "Periodic health examinations for car drivers" or "Periodic health examinations".
Many people think that this means that when taking the driving test, there is no need for a health check. However, speaking with VietNamNet on the afternoon of March 26, the leader of the Rehabilitation and Assessment Department, Department of Medical Examination and Treatment Management (Ministry of Health), said that this view is wrong.
"A health check is a medical examination to determine health status, classify health or detect and manage diseases. Health checks for drivers to issue licenses are still taking place as usual. The information about abolishing health check papers when issuing driver's licenses is incorrect," he said.
This means that when taking a driving test or changing a driving license, people still need to undergo a health check and present a driving health certificate as previously prescribed.

Regarding this issue, on March 26, Deputy Minister of Health Tran Van Thuan signed Official Dispatch No. 1435 to local health departments; hospitals and institutes under the Ministry; hospitals under universities and health departments of ministries and sectors. According to the Ministry of Health, the abolition of this administrative procedure does not mean that from now on, when taking a driving test, a medical examination is no longer required.
According to the old regulations, the procedures for "Issuing health certificates for drivers", "periodic health examinations for car drivers" or "periodic health examinations"... are considered administrative procedures. But according to the new regulations (Article 2 of the Law on Medical Examination and Treatment 2023), these "are no longer administrative procedures but professional processes and techniques implemented by medical staff according to assigned functions and tasks", said a representative of the Department of Medical Examination and Treatment Management, Ministry of Health.
The abolition of administrative procedure No. 10: "Announcing facilities qualified to conduct driver health examinations under the authority of the Ministry of Health and other ministries and branches" and administrative procedure No. 11: "Announcing facilities qualified to conduct driver health examinations under the authority of the Department of Health" are abolished because they have been stipulated in Decision No. 159 dated January 18 of the Ministry of Health, according to the explanation of the Ministry of Health.
