Thus, compared to Circular 20/2022/TT-BYT currently in effect, the draft adds a list of pharmaceuticals and biological products within the scope of benefits for health insurance participants at commune health stations with 629 active ingredients.

With the list of pharmaceutical and biological drugs, the list of radioactive drugs and markers within the scope of benefits for health insurance participants has no change in quantity and active ingredients, radioactive drugs, etc.

According to the draft, the Ministry of Health also clearly states that medical examination and treatment facilities are responsible for developing a list of pharmaceutical drugs, biological products, radioactive drugs and markers used at the unit and sending it to the social insurance agency where the health insurance examination and treatment contract is signed, along with a contractor selection plan and contractor selection results to serve as the basis for payment of health insurance examination and treatment costs.

In case of any changes or additions to the list of drugs used at the unit, the medical examination and treatment facility shall send the revised or supplemented list of drugs to the social insurance agency where the health insurance examination and treatment contract is signed as a basis for payment.

Medical examination and treatment facilities propose to amend and update drugs in drug lists when needed and provide information as required by the Ministry of Health.

Previously, the Ministry of Health also sought public opinions and relevant units' opinions on the draft circular stipulating principles, criteria for developing, updating, recording information, structure of the list and payment instructions for pharmaceutical drugs, biological products, radioactive drugs and markers within the scope of benefits of health insurance participants.

The Ministry of Health announced the general principles for developing and updating the list of health insurance drugs to promote the implementation of the policy of rational, safe and effective drug use; meeting the requirements of medical examination and treatment, in accordance with Vietnam's disease model;

Ensuring the rights of health insurance participants, contributing to gradually reducing the direct payment rate of health insurance participants and the payment capacity of the health insurance fund in each stage.

At the same time, inherit the list of pharmaceutical drugs, biological products, radioactive drugs and markers within the scope of benefits for health insurance participants that has been issued; refer to the current list of essential drugs of Vietnam and of the World Health Organization (WHO).
