After 11 years of selecting students for grade 10, Quang Nam plans to switch to exams to avoid "beautifying transcripts", causing unfairness among students.
On October 2, Mr. Do Quang Khoi, Head of the Examination and Information Technology Department, Department of Education and Training of Quang Nam province, announced the above information. The Department has consulted 18 districts, towns and cities and will continue to consult high schools on the 10th grade enrollment plan for the next school year.
"It is expected that this week, the Department will submit it to the Provincial People's Committee for approval," said Mr. Khoi.
Explaining the change, Mr. Khoi said that in previous years, almost all junior high school students were admitted to grade 10. In 2017-2018, about 95-100% of grade 9 students, depending on the area of residence, were considered for admission to public high schools.
Since 2017, the resolution of the Quang Nam Provincial Party Committee has set a target of "having at least 20% of junior high school graduates enroll in vocational training institutions by 2020 and 2025". Therefore, the enrollment target for grade 10 in public high schools has also decreased, to only 80%.
With the above ratio, the Department believes that it is unfair to continue using the study and training scores in 4 years of secondary school for admission. According to Mr. Khoi, the current assessment and classification of students is not substantial because it is inevitable that teachers and schools want their students to have high results. As a result, students lack motivation to study; it does not ensure objectivity and fairness in the assessment and classification of students within the school and between schools.

In addition, the admission to public grade 10 by zoning has revealed many limitations. Each student only has one chance to enter public grade 10, so those who are not admitted to a school by zoning will no longer have the chance to enter another school even if they have enough points.
"This also creates an imbalance. Many schools have to receive a large number of applications, exceeding their teaching capacity because their facilities, classrooms, equipment and teaching staff cannot meet the number of students enrolled," Mr. Khoi added.
Meanwhile, many schools have few students, so there are excess teachers and classrooms, which is very wasteful.
"Therefore, organizing admission to grade 10 of public high schools by examination from the 2024-2025 school year instead of the current admission method is extremely necessary," Mr. Khoi assessed.
According to the Department's plan, the 10th grade entrance exam in Quang Nam province will include three subjects: Math, Literature and English. If approved by the Provincial People's Committee, about 25,000 9th grade students will take the exam next year. The cost of organizing the exam is about 7 billion VND.
Currently, 44/63 provinces and cities organize entrance exams for public 10th grade. 11 provinces combine entrance exams with admission: An Giang, Binh Dinh, Khanh Hoa, Nghe An, Ninh Thuan, Quang Binh, Quang Ngai, Quang Tri, Tay Ninh, Thua Thien-Hue, Tra Vinh.
The remaining 8 provinces, including Quang Nam, Ca Mau, Dak Lak, Dak Nong, Dong Thap, Vinh Long, Gia Lai and Lam Dong only consider recruitment.
