According to the report of the Department of Organization and Personnel, Ministry of Information and Communications , in 2024, the Ministry of Information and Communications (MIC) has successfully completed the administrative reform (AR) tasks according to the plan approved in Decision No. 2488/QD-BTTTT dated December 20, 2023.

The Ministry has synchronously deployed tasks, including determining the PAR index, disseminating information through various forms and conducting inspections at 7/20 units, achieving 35% of the inspection plan. The task completion rate is expected to reach 100% by the end of the year. In handling administrative procedures, the Ministry has processed 76,329 records, of which 24,597 were before the deadline and 51,495 were on time. Only 237 records were overdue, reflecting the determination to improve the service quality of the administrative agencies under the Ministry.
Institutional development continues to be a bright spot as the Ministry has submitted to the National Assembly and the Government many important documents such as the Draft Law on Digital Technology Industry, the Press Law (amended), and 6 important Decrees related to electronic transactions, Internet management and information technology application. The Ministry has also issued 15 Circulars and reviewed 31 legal documents in 2024.
In the field of digital transformation, the Ministry of Information and Communications has achieved many encouraging results. The rate of processing records online reached 100%, the rate of fully qualified public services reached 82%, while the rate of fully online records reached 81%. These figures reflect the Ministry's determination in building e-Government and comprehensive digital transformation.
Overview of the Seminar
The reform of the organizational structure, public finance and civil service regime has also been focused on. The Ministry has issued many important plans and decisions, while ensuring a reasonable leadership structure and staffing in its affiliated units.
Speaking at the seminar, Ms. Vu Thi La, Deputy Director of the Department of Organization and Personnel, commented: "In 2024, the Ministry's administrative reform work has achieved great strides, especially in the fields of institution building and digital transformation. This is the result of strong direction, close coordination between units and the efforts of the staff, civil servants and public employees in the whole industry. The Ministry will continue to promote the achieved results, overcome limitations to ensure increasingly high efficiency of administrative reform work."
At the seminar, delegates exchanged and discussed difficulties and limitations in administrative reform implementation at the unit and solutions to improve the effectiveness of administrative reform of the Ministry of Information and Communications.
The seminar on administrative reform in 2024 aims to study, exchange and propose initiatives and solutions in implementing administrative reform; raise awareness and sense of responsibility of leaders of agencies and units under the Ministry; cadres, civil servants and public employees in performing administrative reform tasks. At the same time, continue to effectively implement administrative reform; promote the achieved results, overcome shortcomings and limitations in implementing administrative reform of the Ministry and units under the Ministry; propose solutions to improve the Ministry's Administrative Reform Index in 2024./.
