Minister Nguyen Kim Son presents to the National Assembly a series of new policies on teachers' salaries and retirement age.

Minister Nguyen Kim Son stated that compared to current regulations, the draft Law on Teachers has many new policies on recruitment, salary, and retirement age for teachers.

On the morning of November 9, Minister of Education and Training Nguyen Kim Son, authorized by the Prime Minister, submitted to the National Assembly the draft Law on Teachers.

Teachers' salaries are expected to be ranked highest in the administrative career salary scale system.

Minister Nguyen Kim Son stated that compared to current regulations in related laws, the draft Law on Teachers has a number of new points.

Specifically, giving the education sector the initiative in recruiting and using teachers.

In which, the Ministry of Education and Training and the Ministry of Labor, War Invalids and Social Affairs are the agencies in charge of developing strategies, projects, development plans, and total staffing of teachers under their management authority to submit to competent authorities for decision.

Along with that, coordinate the number of teachers in public educational institutions according to the number assigned by the competent authority.

Educational management agencies or educational institutions take the lead in recruiting teachers.

Another notable policy, according to Minister Nguyen Kim Son, is the priority salary policy for teachers.

In which, the basic salary according to the teacher salary scale is ranked highest in the administrative career salary scale system. Teachers are entitled to preferential allowances and other allowances depending on the nature of the job, according to the region according to the provisions of law.

Teachers continue to receive seniority allowance until the salary policy according to Resolution 27 is implemented.

Preschool teachers; teachers working in particularly difficult areas such as ethnic minority areas, mountainous areas, coastal areas and islands; teachers at specialized schools and other specialized schools; teachers implementing inclusive education; teachers who are ethnic minorities and teachers in certain specific professions are given priority in terms of salary and allowances compared to other teachers.

Teachers recruited and ranked for the first time will be ranked one salary level higher in the administrative career salary scale system.

Besides, Minister Nguyen Kim Son said that the retirement age of teachers has its own regulations suitable to the characteristics of professional activities.

Accordingly, teachers in preschools, if they wish, can retire at a lower age but not more than 5 years older than the regulation and will not have their pension rate deducted due to early retirement.

Teachers with the title of Professor, Associate Professor or with a doctorate degree and teachers working in specific specialized fields and sectors are entitled to retirement benefits at an older age.

The State also has policies to attract highly qualified people, talented people, excellent graduates, young scientists, and people with special talents to participate in recruitment as teachers...

Consider regulating salary policies for teachers in the non-public sector

Examining this content, Chairman of the Committee on Culture and Education Nguyen Dac Vinh clarified that regarding salaries and allowances for teachers, the committee agreed with the provisions in the draft law.

At the same time, it is believed that this is important and necessary content to promptly institutionalize the Party's policies, especially Conclusion 91/2024 of the Politburo and Resolution 29/2013 of the 11th Central Executive Committee.

Approve of policies to prioritize, support and attract teachers as stipulated in the draft Law.

However, there are opinions suggesting studying and implementing the spirit of the Party's resolution on reforming salary policy; considering regulating salary policy for teachers in the non-public sector.

Do not re-regulate the policy on renting public housing that has been stipulated in the Housing Law; carefully assess the impact to ensure feasibility, especially in terms of resources for implementing the policy of ensuring collective accommodation for teachers when working in rural areas.

Regarding the retirement regime for teachers, the committee agreed to stipulate that teachers in preschools can retire at a lower age (no more than 5 years) than the provisions of the Labor Code and will not have their pension rate deducted due to early retirement.

However, there are opinions suggesting that it is necessary to carefully assess the impact on resources to ensure the implementation of this policy.
