Responding to delegates, Minister of Public Security Luong Tam Quang said that due to historical existence and inadequacies in infrastructure that do not follow fire prevention and fighting standards and regulations, it cannot be overcome immediately but requires a roadmap in a comprehensive planning solution.

In addition, the work of reviewing, amending and supplementing legal documents, regulations and standards has not kept up with the pace of socio-economic development. Senior Lieutenant General Luong Tam Quang said that in the immediate future, the Ministry of Public Security will coordinate with relevant agencies to conduct a comprehensive review and inspection of fire safety to assess the current situation and have immediate solutions to minimize the consequences and damage caused by fires and explosions. At the same time, coordinate with relevant agencies, Voice of Vietnam (VOV), Vietnam Television (VTV) and audio-visual media to spend time with a large audience to broadcast and recommend knowledge and skills on fire prevention. The Ministry of Public Security is also in charge of drafting the Law on Fire Prevention, Fighting, Rescue and Relief (the draft law was commented on by the National Assembly at the 7th Session and is expected to be approved at the 8th Session) and related legal documents to complete the legal framework and overcome loopholes in state management of fire prevention and fighting and rescue. "The Ministry of Public Security is also coordinating with the Ministry of Construction and the Ministry of Science and Technology to develop standards for individual houses and general requirements suitable to actual conditions but still meeting fire prevention and protection requirements to handle the project when it is accepted and put into use" - Senior Lieutenant General Luong Tam Quang said.

Regarding the draft Law on Fire Prevention, Fire Fighting and Rescue, at the recent August 2024 legal session of the National Assembly Standing Committee, the Standing Committee of the National Defense and Security Committee said that, taking into account the opinions of National Assembly deputies at the 7th Session, the examining agency coordinated with the drafting agency to redesign the transitional provisions, separating a separate article on handling facilities and constructions that do not meet fire prevention and fighting requirements and are put into use before the effective date of this law (Article 58). Specifically, the People's Committees of provinces and centrally run cities are responsible for directing the organization of the classification, compilation and publication of a list of facilities and constructions that do not meet fire prevention and fighting requirements at the time of putting into operation and are unable to remedy according to current technical regulations and standards or technical regulations and standards at the time of putting into operation in the management area. The Ministry of Construction Management, in accordance with the provisions of the law on construction, shall preside over and coordinate with the Ministry of Public Security to prescribe technical solutions to improve fire prevention and fighting safety for works that do not meet fire prevention and fighting requirements under its management authority. The head of the facility shall, based on the current status of architecture, structure, function, equipment, and production line, select technical solutions corresponding to the regulations to enhance technical solutions to ensure fire prevention and fighting safety; be responsible for the implementation results and report in writing to the direct management agency on fire prevention, fighting, and rescue before putting into operation and must maintain the applied technical solutions throughout the operation. For works and facilities that cannot apply technical solutions according to regulations, they must convert their functions in accordance with the scale and nature of the operation of the works and facilities. The law also envisages assigning the People's Councils of provinces and centrally run cities to regulate the renovation and refurbishment of areas with construction works that do not ensure fire prevention distances, fire spread prevention, traffic infrastructure, water sources for fire fighting, rescue, and salvage according to the provisions of law and technical standards on construction, fire prevention and fighting. The reviewing agency believes that the above regulations are consistent with the functions, tasks and actual conditions of the assigned entities, ensuring feasibility and consistency when implemented in practice. At the same time, the Government is assigned to regulate the implementation roadmap to ensure flexibility and feasibility when implemented.
