Participating in the questioning, delegate Hoang Thi Thanh Thuy - National Assembly Delegation of Tay Ninh province said that climate change and negative impacts from human activities on the environment are a huge challenge for the goals of sustainable agricultural development, especially for the Red River Delta and the Mekong Delta. In 2023, the rice area of ​​our country is 7.1 million hectares; the output is about 43 million tons; the Mekong Delta alone is 3.8 million hectares and the output is nearly 24 million tons. Thus, the target is 3.5 million hectares of rice, the output is at least 35 million tons, exporting about 4,000,000 tons by 2030. The delegate asked the Minister of Agriculture and Rural Development to say whether the set target can be achieved? If it is difficult to achieve, what solutions are there to cope with the above situation?

Responding to the question of delegate Hoang Thi Thanh Thuy, Minister Le Minh Hoan stated that climate change, market fluctuations and consumer trends in the world are huge challenges. Therefore, the Project "Sustainable development of 1 million hectares of high-quality, low-emission rice cultivation associated with green growth in the Mekong Delta by 2030" is a project that the Government has high expectations for.

“For the first time, our country has a large-scale project on emission reduction, rethinking the entire structure of the rice industry, most importantly increasing farmers' income not only in terms of rice prices, but also through the circular value of rice such as reducing costs, selling carbon credits...; thus, the income of rice growers determines the sustainability of the rice industry”, Minister Le Minh Hoan emphasized.

Minister Le Minh Hoan said that from this project of the Mekong Delta, we will deploy rice cultivation in the Red River Delta and the Central Coast; then move on to fruit trees, aquaculture, livestock farming, etc. because these are industries with large emissions. Therefore, Vietnam needs to be responsible to the world to reduce emissions.

Regarding the Mekong Delta region, Delegate Trinh Minh Binh - National Assembly Delegation of Vinh Long province said that according to Resolution 853 dated August 30, 2023 of the National Assembly Standing Committee, in the field of agriculture and rural development, there are solutions to deal with the subsidence situation in the Mekong Delta region. The delegate asked the Minister of Agriculture and Rural Development to tell us what solutions have been proposed to overcome the above situation in the past?

In addition, delegate Nguyen Thi Viet Nga - National Assembly Delegation of Hai Duong province asked: Solutions and roadmap for arranging, relocating, and relocating residents in areas at high risk of flash floods, landslides, riverbank and coastal landslides, or areas severely affected by natural disasters, ensuring safety and suitability for people's livelihoods. The delegate asked the Minister of Agriculture and Rural Development to inform how far this work has been implemented? What are the results, difficulties, obstacles, and solutions and roadmap for the coming time?

Responding to delegate Trinh Minh Binh, Minister of Agriculture and Rural Development Le Minh Hoan said that the Prime Minister has assigned the Ministry of Agriculture and Rural Development, the Ministry of Natural Resources and Environment and a number of other ministries and sectors to develop a project for the Mekong Delta to adapt to drought, salinity intrusion, landslides and subsidence. This is a package related to climate change affecting the Mekong Delta and the project will be completed to submit to the Government next September.

Minister Le Minh Hoan also stated that the Ministry has organized many workshops with experts, scientists, and localities to approach synchronously on construction investment, non-construction solutions, and interdisciplinary issues. The Ministry is also synthesizing the need to solve urgent problems, building infrastructure to minimize risks for the Mekong Delta. The Ministry of Planning and Investment also initially agreed on the approach to the investment portfolio for the Mekong Delta.

Responding to the question of delegate Nguyen Thi Viet Nga about the solution to relocate people affected by natural disasters, Minister Le Minh Hoan said that in the past, the Ministry has resolved nearly 27 thousand households in vulnerable areas, disaster areas, landslides, subsidence, river banks, coasts, mountainous areas... However, this need is very large, therefore, the Ministry will continue to work with localities to synthesize the needs of the people and in the coming time there will be a package to solve this need and respond to natural disasters.
